A photo exhibit at the UN of Sahrawi people in exile, sponsored by Algeria, SoAfrica, Namibia, Belize, Uganda, Timor-Leste & Oxfam, was removed by the UN despite standard approvals, diplomats say.
Morocco said it had the display removed. Our email to the UN official responsible for exhibitions didn't reply. https://instagram.com/p/DfFfmB_I3Xu/

The Russian Federation has once again prevented history from taking another dangerous turn.

Russia’s veto has halted a deeply dangerous course of action pursued by the United States—one that risked legitimising Morocco’s occupation at the expense of the Sahrawi people’s fundamental rights and their right to self-determination.

This veto has stood as a barrier against injustice and the further erosion of international law. The freedom of the Sahrawi people cannot be sacrificed to serve the interests of an occupying power.

An extraordinary confrontation at the UN Security Council: Russia vetoed the US resolution on #WesternSahara. The US then blocked Russia’s alternative. Neither text was adopted, leaving MINURSO’s future uncertain.

    https://wsrw.org/en/news/us-and-russ...ture-uncertain

US and Russia veto competing Western Sahara resolutions, leaving MINURSO’s future uncertain

In an extraordinary confrontation, both permanent members blocked each other’s proposals on Western Sahara. With no resolution adopted, the UN mission faces an imminent expiry of its mandate.

The UN Security Council failed on 30 October to agree on the renewal of the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO), after Russia vetoed a US-drafted resolution and the United States subsequently blocked a competing Russian text.

The confrontation marks an exceptional breakdown in the Council’s handling of the Western Sahara file, where annual mandate renewals had traditionally been negotiated through efforts to secure broad agreement. For the first time in this process, the two permanent members put forward competing resolutions and used their vetoes to prevent the other’s proposal from being adopted

Two competing visions for Western Sahara

The US draft proposed extending MINURSO’s mandate until 31 October 2027, but also sought significant changes to the mission and the UN political process. It would have renamed the mission MINUSO, removing the word “Referendum” from its name, and requested proposals from the Secretary-General on its future structure and staffing, including possible reductions in uniformed personnel and the closure or consolidation of team sites.

Most significantly, the US text made Morocco’s autonomy proposal under Moroccan sovereignty the only basis for continuing negotiations. It described genuine autonomy under Moroccan sovereignty as the most feasible solution, while also referring to a just, lasting and mutually acceptable settlement that provides for self-determination.

France was among the countries supporting the text, underlining that Western Sahara is already part of Morocco - a position that is in violation of France´s obligations under international law.

The draft received 11 votes in favour, one against and three abstentions. Russia voted against, exercising its veto and preventing adoption despite the majority in favour.

Russia had tabled an alternative resolution. Its short text proposed a straightforward one-year renewal of MINURSO, without changing the mission’s name or structure. It made no reference to Morocco’s autonomy proposal. Instead, it supported the efforts of the Secretary-General and his Personal Envoy, Staffan de Mistura, as well as the United States, to advance negotiations towards a just, lasting and mutually acceptable solution consistent with the UN Charter, including the principle of self-determination.

The Russian text was also not adopted, after the United States voted against it. Neither proposal therefore secured the nine votes and the absence of a veto required for adoption.

A breakdown in the established approach

The competing vetoes expose a fundamental disagreement within the Security Council over the political framework for resolving Western Sahara and the future of the UN mission.

For many years, the annual renewal of MINURSO was negotiated through the Group of Friends of Western Sahara - France, Russia, Spain, the United Kingdom and the United States - before being discussed with the wider Council. The unanimous adoption of Resolution 1495 in 2003, which strongly supported the Baker Plan for self-determination, illustrates the earlier effort to build agreement around a political process.

That consensus has progressively weakened. Russia began abstaining on MINURSO renewals in 2018, and China also abstained in 2025. This year, however, the disagreement escalated from abstentions and objections during negotiations to competing draft resolutions and reciprocal vetoes.

During negotiations, concerns were also raised by other Council members. Denmark reportedly argued that self-determination must meaningfully guide the political process, rather than be subordinated to a predetermined outcome. China stressed the importance of retaining the mission’s established name and mandate and cautioned against prejudging the outcome of negotiations.

    MINURSO’s mandate now in jeopardy

With neither draft adopted, the Council has not renewed MINURSO’s mandate, which expires on 31 October. The immediate task is to find a compromise that allows the mission to continue while leaving the disputed political and institutional questions for further negotiations.

A shorter extension has been identified as one possible way forward, potentially giving Council members more time to reach agreement. However, no such compromise had been confirmed at the time of writing.

If the mandate expires without an extension, the legal basis for MINURSO’s continued operations, including ceasefire monitoring and mine action, will become uncertain. The expiry would not automatically terminate the wider UN-led political process, but it would create serious uncertainty for the mission and its work on the ground.

Self-determination cannot be decided by competing vetoes

The events of 30 October have exposed the extent of the divisions among the Security Council’s permanent members. Neither the US proposal to make Morocco’s autonomy plan the exclusive basis for negotiations nor Russia’s alternative straightforward renewal secured the Council’s approval.

For the Saharawi people, the central issue remains unchanged. Western Sahara is a UN-listed Non-Self-Governing Territory, and its decolonisation remains unresolved. The right of its people to self-determination cannot be replaced by political arrangements decided over their heads.

The Security Council now faces the urgent task of restoring the continuity of its mission and finding a way forward for a political process that genuinely respects that right.

The Minurso mandate ends today..what happens next, the speculative answer depends on which side you ask, Algeria is a rival of Morocco and supporter of the Polisario front, and also has a partnership with Russia, whereas Morocco’s stance is supported by the US and France.

    A. Hüseyin Mazı

On October 30, #Russia vetoed the #US drafted resolution on #WesternSahara, which had the support of 11 members of the #UN Security Council. The resolution sought to establish #Morocco’s autonomy plan as the sole basis for negotiations toward a political settlement.

Moscow’s move is particularly significant in the context of the Algeria–Morocco rivalry. While Morocco asserts sovereignty over Western Sahara, #Algeria supports the #Polisario Front, which seeks independence for the territory. Diplomatic relations between the two countries have remained severed since 2021.

The strategic partnership between Russia and Algeria remains strong, particularly in defence, energy, and diplomacy. Moscow’s veto aligns with Algeria’s position on Western Sahara and represents a significant diplomatic move against the Morocco-centred settlement approach supported by the United States and France.

Meanwhile, U.S. Representative Joe Wilson accused Moscow of fuelling instability across Africa following Russia’s veto. Wilson described Algeria as a proxy for Russian influence in the region and called for the Polisario Front to be designated as a Foreign Terrorist Organization (FTO). He also demanded sanctions against Algeria under the Countering America’s Adversaries Through Sanctions Act (#CAATSA) over its purchases of Russian weapons. Wilson further reiterated his allegations of links between the Polisario Front, #Iran and #Hezbollah.

The extension of diplomatic tensions between Washington and Moscow into the Western Sahara dispute further highlights the international dimension of the Algeria–Morocco rivalry. The failure of both resolutions to pass in the UN Security Council raises uncertainty over the future of the UN peacekeeping mission in the territory and signals the potential for deepening geopolitical competition across North Africa.

    DZ-Intelligence

UN | UNSC | WESTERN SAHARA

Self-determination is not an optional menu item. It is the inescapable legal obligation flowing from Article 1 of the UN Charter, General Assembly Resolution 1514 (XV), the 1975 International Court of Justice advisory opinion, and the continuing status of Western Sahara as a non-self-governing territory.

The Sahrawi people have never been permitted to exercise that right freely—neither independence, nor integration, nor any other freely chosen status has ever been put to a genuine vote.

Algeria has never accepted, and will never accept, that a lasting settlement can rest on a formula written in advance by the occupying power and endorsed by selected capitals. Any arrangement that rewards the denial of the people’s voice violates the very law the United Nations was created to uphold.

No bilateral American recognition, however emphatic, can convert a colonial question into a fait accompli. Western Sahara’s place on the UN list of territories awaiting decolonization long predates many states that today sit in the General Assembly and the Security Council.

The Sahrawi people and their territory constitute a political community whose historical continuity exceeds that of numerous UN members. Great-power preferences come and go; the right of a people to determine their own future does not.

Algeria will continue to stand with the Sahrawi people until decolonization is completed by their free and genuine choice.

RUSSIA 🇷🇺 SUPPORTS WESTERN SAHARA 🇪🇭 RIGHT TO SELF DETERMINATION

🚨🇷🇺🇩🇿🇪🇭 Russia has vetoed a US-sponsored resolution on Western Sahara at the UN Security Council, blocking Washington's attempt to make Morocco's autonomy plan the sole basis for future negotiations.

The American draft received 11 votes in favour, but Russia's veto prevented its adoption.

Moscow argued that the proposal risked undermining the Sahrawi people's right to self-determination by imposing a predetermined political outcome.

Russia maintains that Western Sahara's future must be decided through negotiations involving both Morocco and the Polisario Front, in accordance with international law.

The diplomatic confrontation continued when the United States subsequently vetoed Russia's alternative proposal to extend MINURSO's existing mandate without changes.

The failure of both resolutions leaves the future of the UN mission in Western Sahara uncertain.

An intersting perspective about China’s stance on the Western Sahara issue, and what China’s representave said at the UN in regards to the US draft resolution.

    Infos Minutes

    Translated from French
🇨🇳 / 🇲🇦 : In addition to the Russian veto, Morocco appears taken aback by China's stance on the Western Sahara issue.

China did indeed vote in favor of the Russian draft resolution aimed at resuming discussions between Morocco and the Polisario Front based on the principle of self-determination, without any mention of Morocco's autonomy proposal.

Morocco's Atlanticism has shattered Chinese neutrality and, to a lesser extent, Russian neutrality.

The Russian project supported by China and blocked by a United States veto.

🇷🇺 🇪🇭 : Russia submits a rival resolution project to that of the United States concerning Western Sahara.

This project maintains the reference to the referendum within the Minurso mission and the principle of self-determination in the negotiations between Morocco and the Polisario Front.

Russia is thus responding to the United States, which propose a resolution making Moroccan autonomy the sole basis for negotiations. The discussion and vote are scheduled for 8 p.m. (Paris time).

🇺🇳🇪🇭 The UN ends MINURSO in Western Sahara.

António Guterres announces that as of today, November 1, the dismantling of the mission begins, along with the withdrawal of its personnel and equipment, under the supervision of a reduced team. MINURSO was created in 1991 to organize the Sahrawi self-determination referendum, and it falls following the clash in the Security Council over the U.S. resolution supporting Moroccan autonomy.

Guterres warns of the risk that hostilities may intensify and recalls that the withdrawal of MINURSO does not extinguish the Sahrawi people's right to self-determination. The diplomatic path will remain open through the personal envoy, Staffan de Mistura.

    Translated from Arabic
🇺🇳🇪🇭 | Representation of the Polisario Front at the United Nations

    Press Release

    New York, 1 November 2026

The Polisario Front has taken note of the statement issued today by the Spokesperson for the United Nations Secretary-General, Mr. Stéphane Dujarric, regarding the termination of operations of the United Nations Mission for the Referendum in Western Sahara (MINURSO).

The Polisario Front recalls that the MINURSO mission was established for the purpose of implementing the Settlement Plan drawn up by the United Nations and the Organization of African Unity, and to create the necessary conditions to enable the Sahrawi people to exercise their inalienable right to self-determination and independence, through a free and fair referendum, in pursuit of completing the decolonization process in Western Sahara.

With the support of certain members of the Security Council, the Moroccan occupying power has spared no effort to obstruct and undermine the mandate of the MINURSO mission since its inception. This course of action reached its peak in 2016 with the expulsion of the mission's civilian component, which included observers from the African Union.

The Moroccan occupying power and its allies bear full responsibility for undermining the mandate of the MINURSO mission and for any consequences that may arise from the cessation of the mission's operations in Western Sahara.

As the United Nations Secretary-General has affirmed, the departure of the MINURSO mission does not annul the inalienable rights of the Sahrawi people.

The Polisario Front emphasizes that the Sahrawi people remain firmly committed to their inalienable, non-negotiable, and imprescriptible right to self-determination and independence, and to their right to defend those rights by all legitimate means enshrined in the relevant United Nations resolutions.

Recalling the content of its statement issued on 31 October 2026, the Polisario Front renews its firm commitment to cooperating with the efforts of the United Nations Secretary-General and the International Security Council in seeking a just, lasting, and definitive solution to the decolonization of Western Sahara, Africa's last colony.
