    Therese Rein the $1.4bn queen of British welfare

    THERESE Rein has emerged as the "welfare queen" of Britain after her latest joint venture was the biggest winner of a round of welfare-to-work government contracts that are expected to earn her firm more than... $1 billion over the next five years.

    Her firm's success in winning contracts to outsource government services has seen the operation she launched in Britain just nine years ago become by far that nation's biggest provider of welfare-to-work services.

    Ms Rein expanded her operations in Britain after selling her original Australian business to avoid the appearance of conflict of interest when her husband, Kevin Rudd, became prime minister in 2007.

    Her firm Ingeus UK, which has entered a joint venture with the financial services giant Deloitte, has won contracts for 23 per cent of the Conservative-led government's new welfare-to-work program, a bigger slice than any two other providers put together.

    The total program is valued by David Cameron's government at pound stg. 3bn-pound stg. 5bn ($4.63bn-$7.72bn) over five years.

    The revenue earned from the contracts will depend on each firm's success at placing unemployed Britons into jobs but a 23 per cent share of a midpoint estimate of the total contracts would be worth $1.42bn over five years, or $284 million a year.

    Industry analysts and rival service producers said the scale of Ms Rein's success during the British government's drive to slash spending by outsourcing services had shaken up the industry and seen Ingeus UK overtake its traditional leaders.

    A senior executive of one of the older British firms that lost out to Ingeus UK in the government's long-awaited five-year contract round said: "She is not the new kid on the block over here any more; she is now the giant of the industry.

    "Before now, Ingeus was a significant middle-sized player but it cut its prices quite aggressively to win market share . . . the result is it is now in a position to dominate this industry for a long time.

    "The danger is that to make the contracts work, it has to deliver more outcomes than ever before for less money than the government paid in the past, and if they fail, it is the unemployed whose necks are on the line."

    The Wise Group, a Scottish charity that lost out to Ingeus in the contest for a major contract in Scotland, was last night threatening legal action.

    Other rivals were accusing Ms Rein's firm of risky price cutting and gaining inside knowledge by appointing a former senior civil servant, Mark Dean, as its chief executive. But the Department of Work and Pensions said it was happy with the fairness of the bidding process.

    Ms Rein's 50-50 joint venture with Deloitte is poised to grow even more dramatically after its welfare-to-work success by targeting an ambitious range of new services that are being lined up by the Cameron government for outsourcing.

    Mike Turley, the head of Deloitte's public sector practice, said: "I see the joint venture as a starting point for getting into new and interesting areas like social welfare, criminal justice, education and health."

    Ingeus UK refused to answer detailed questions about its contract success yesterday, but a spokeswoman in Brisbane denied that former Queensland premier Wayne Goss, for whom Mr Rudd once worked, had anything to do with the forming of the new joint venture.

    True, but that is probably because 'down under' we are isolated (and maybe ignorant) of what is 'really' happening in the world. But unlike other people of this planet, I feel that we care about what is happening (but probably don't understand). Maybe, because of this, we have a better chance of surviving the 'Future Changes' that are going to occur (that doesn't mean anyone is going to understand them).

    The average Aussies lack of interest in or concern for what is really going on in & outside our shores is worrisome and annoying to those who can see the Corruption as plain as day...

    I do see a festering 'Boiling Point' awakening amongst the dumbed-down thou, especially with the increasing Cost-Of-Living pressures building up on everyday working Aussies!

    They are slowly starting to Awake because they can't afford to live anymore, especially those with young families and a mortgage, not to forget the aged pensioners who helped build this Country who are boiling in summer and freezing in winter because they can't afford their 'Electricity Bills'.

    As Gerald Celente says when 'When You Lose Everything - You Lose It!'

    Australian Govts. have continued to tighten the Screws and fortunately, 'Some' of the sheep are starting to Wake Up...Intersting times ahead...

    The problem in our Country is the Left-Leaning MSM where we never get to hear the real Truth, unless you search for it!

    What i've noticed regarding corruption is that it is truly a global phenomena.I got my first taste of it when i spent some time in Thailand.After reading the local English language rags and keeping up on some of the local news i couldn't believe just how corrupt the place was.The corruption was just an excepted part of life by the majority.Most of the money ends up in just a few greedy pockets.India is the same and so is the Philippines.

    A lot of the big money corruption is done by deciding who gets what government contracts etc and then you have the little stuff like paying the cops a bribe to avoid a traffic fine.The money involved in some of these government contracts can add up to be billions.Mean while the poor have trouble feeding themselves.

    In India i read that there is a law requiring that no more than about 35% of mp's of any one party can be convicted criminals.At the time of the article(2002) the two major parties both had over 30% of mp's that were convicted criminals.They were just the ones who had been caught.

    In the Philippines whenever a whistle blower is brave enough to come forward he is either murdered or the case gets dismissed in the corrupt legal system.

    So True Ponda,

    I can only speak from experience when I travelled throughout India for 6 weeks 10 years ago...

    ...a proud Nation with so much potential, built upon STRONG family ties...

    The common Indian Folk are extremely friendly people who have put up with so much over the years!

    Some of you may not be a fan of Cricket as I am?

    I was so proud of India the way they founded and promoted the IPL 20/20 competition!

    Then 1 or 2 years into its foundation the founder Lalit Modi was up on Corruption Charges!



    It made me feel Sick in the Guts for the honest Indian people who worship the game of Cricket! and it was a huge set back for their Country!



    This is now ingrained in the Honest people of India Psyche and will never be forgotten!

    ...Hence my next statement, which is...

    Once too Many Times has a Country's reputation been tarnished by the Criminal Elite!

    ...and the Corrupt Elite's time of Forcing their Will & Control on the rest of us is COMING TO AN END! Enough is Enough!!!

    Yeah and then there is all of the match fixing and the bookies paying players for inside info and to do certain things during the game which are very hard to prove later on..It's all because there is so much money involved.The Indians have the biggest influence on world cricket at the moment so there is a lot of suspect larger dealings going on with tv rights and tours etc.

    It all involves the elite.The people with money and influence.Most of it can't be done without a corrupt legal system and a controlled msm.
