That's how they promo themselves, Raytheon that is..

"Defense Advanced Research Projects Agency (DARPA) awarded the Waltham, Mass. HQ'd firm "Raytheon" a $1.5 million development contract for the satellites. The agency says it wants small, “disposable” satellites that can transmit directly to the field."

These spies in the sky can be deployed from a small jet and placed in low earth orbit, lasting about 45 days before they burn up.. They will orbit the planet once every 45 minutes allowing for perfect spying, the ideal "eye in the sky" that a military commander can have placed to get the birds eye view of any area needing more real time surveillance. The claim is they are "low cost" only about 500,000 $ US per satellite, something that is a toss in the bucket in military minds.

"Commanders could position a “constellation” of 24 satellites in low-earth orbit so that one is in range every 90 minutes. Weighing less than 25 pounds, the satellites would measure less than 3 feet long, be about a foot in diameter and capable of staying in orbit for a minimum of 45 days. "

“We are leveraging our ability to mass produce small items that meet the rigorous standards of space,” said Randy Gricius, space applications program manager at Raytheon Missile Systems. “SeeMe will be a high-value item at a production-rate price, and give warfighters priceless information.”

They (Raytheon) just got a 50M$ contract to develop the sensors for a new Killer Attack UAV (unmanned aerial vehicle). Now what is so important for them (military) to watch?

They can certainly monitor me if they wish.....I am actually quite boring to watch.

As I see it, there are only two types of things to worry about;

1. If I am harming some one else

or

2. If some one else is harming me.


Spiritually, I feel a sense of knowing that I am being watched "always" by relatively higher entities that appear to have a benevolent interest in keeping me alive.

Therefore, perhaps the eye in the sky is like the eye of Horus and hopefully is helping to care for humanity.

But I am still at a loss to understand why they salt our water with industrial toxic waste rat poison a.k.a. sodium fluoride. Perhaps they really do love us so much that they want us to have healthy teeth, even if we are dying of malnutrition

Why does SeeMe (and then see you) exist? Intel gathering for any assorted operations, from insurgent monitoring to active warfare. The trend is Eye in the Sky and SIG-INT (signal intelligence), or the gathering of data from all sorts of signals.. various vendors have "expertise" in coming up with the technology needed - to actualize what the planners want...

DARPA - " Today, the lowest echelon members of the U.S. military deployed in remote overseas locations are unable to obtain on-demand satellite imagery in a timely and persistent manner for pre-mission planning. This is due to lack of satellite overflight opportunities, inability to receive direct satellite downlinks at the tactical level and information flow restrictions.

"DARPA’s SeeMe program aims to give mobile individual US warfighters access to on-demand, space-based tactical information in remote and beyond- line-of-sight conditions. If successful, SeeMe will provide small squads and individual teams the ability to receive timely imagery of their specific overseas location directly from a small satellite with the press of a button — something that’s currently not possible from military or commercial satellites."

SeeMe satellite launch uses a small Jet to get the satellites "up there".

When you look at that concept, DARPA feels this method will allow small payloads to be put into Low Earth Orbit, from airports which can handle small jets anywhere in the world.

That concept is very significant, and not just "spy satellites" can be launched in Earth Orbit.. What else can be put up there for strategic advantage? Communications to avert Jamming? Laser targeting systems (painting/illuminating), Deep penetration search for hidden bunkers?

DARPA - "Today there’s one way to get a satellite into space: launch it from the ground on a booster rocket, which is expensive and can take weeks or months between missions to prepare the launch pad. And a change in weather can scrap the launch at the last minute.

"DARPA’s Airborne Launch Assist Space Access (ALASA) program seeks to reduce cost, time and weather constraints for launching small satellites from an aircraft.

“Current small satellite payloads can cost up to $30,000 per pound to launch, which is unsustainable over the long haul. Even when our increasingly capable small satellites are launched, they are obliged to go to orbits selected by the primary payload on current launchers, rather than to the orbits their designers and operators would prefer,” said Mitchell Burnside Clapp, DARPA program manager. “Through this program we’d like to see the cost per flight drop to less than $1 million dollars, including the range support costs, for 100-pound payloads, and to be able to launch each of those satellites into a dedicated orbit.”

SIGINT on a SeeMe satellite cluster?

Signal Intelligence consists of monitoring and deciphering received signals.

Large GeoSynchronous (permanently fixed satellites that stay in-position unless deliberately moved) with massive antennas pointing to Earth grab data communications from cellphone traffic, CB's and walkie-talkies, internet traffic, microwave point to point communications and all sorts of coincidental or incidental transmissions.

Multiple satellites allow for instantaneous direction finding of a transmitter, the moment the transmitter is keyed and released. Land based versions of these systems have been used for years to track low band radio transmissions which normally would require antennas to be pointed in the direction and then a triangulation derived. These newer systems only require that the time-of-arrival be determined and the location plotted backwards using GPS concepts (GPS uses time-of-arrival of multiple satellite signals to compute a location using simple algebra).

The systems that use AUDIO monitoring on the ground with multiple receiving microphones allow for precision targeting of "shots fired", either in an urban setting, or on a battlefield theatre where a snipper is instantly located by the same simple algebra processing the sound source's arrival time.

SEEME satellites are able to perform the same location determination using time of arrival measurements and relay to the field operations people the locations of enemy transmissions instantaneously.

The GeoSynchronous systems in play currently have these descriptions - adapting such to SeeMe is a simple task, and one should expect to see such designs incorporated into deployed systems.

"PROWLER was an antecedent of the Precision SIGINT Targeting System (PSTS) Advanced Concept Technology Demonstration [ACTD]. Apart from the Army RC-12 Guardrail's Communications High-Accuracy Location System (CHALS) and Quicklook ES systems use of time-difference-of-arrival direction-finding, few existing SIGINT systems provide targetable geolocation accuracies against communications or radar emitters. Are there any statisticians/mathematics wizards here who can work out how much the chance of being killed by a falling object will go up when they are deployed?

The assumption Norman is these "things" would be deployed as was said above by Darpa, over military strategic locations where war is being conducted. I don't suppose you live in one of those areas? What they do with satellites is plot where they burn up, and then the thing is consumed in a pretty light show. These things are under 100 pounds apparently. (Darpa says 25 pounds, that's pretty light and really spacejunk grade when it hits the lower atmosphere layers.)

ED: here is an amusing link that talks about space junk garbage collection - apparently it could be quite profitable for someone up there to collect the stuff before it burns up into a spectacular light show.

I think I'm going to take a look more at the Sig-Int aspects as that would deal with the control stuff, wouldn't it? If they are concerned that in a location where they are fighting, like some war-zone, and folks are using cellphones (although wasn't some high profile insurgents using hand runners with written messages to share data?)..

A SeeMe satellite though doesn't seem like it's capable of hanging around LA to see drug dealers, or pimps doing their activity.

Now possibly the Jet Plane satellite launching technique - that seems like it could be used to launch other types of satellites. Like things that would watch for flooding damage, fire damage, possible tsunami movement if they have lidar systems on board. Why would one want a system per bird costing 1.5M$ be used to watch a pimp? It just seems to me when they say they want to watch HIGH VALUE TARGETS, that they would spend some time determining what a high value target is, right?

Raytheon though could be a good read to see what projects they have developed. The stuff that can see through walls, or hear through walls at-a-distance that sounds like something that could be used not just in a military theatre, don't you?

Probably not, but any incidental communications or observations made no doubt would be passed through to the appropriate group dealing with such need to knows.

UAV - KILLER - it certainly has the UN worried saying they don't ever want an unmanned drone (UAV) firing on something it feels is a high payoff target.

When you see that they feel that they can fly such a thing and have it make decisions based on some algorithm or definition of what a " target is ", that really says something about the data gathering capability.

Possibly they have some sort of "tagging" mechanism that is placed somehow on the intended target. Check out the General Atomics MQ-9 Reaper, and these SeeMe systems are supposed to be the intel gathering arm for long endurance search and recon as well, then the UAV's go in based on what they have found, and "deal with" the target..

ED: I pulled up on Raytheon's webste http://www.raytheon.com/capabilities...lobalhawk_iss/ further information that they absolutely feel that they can find their "target" under all sorts of conditions. No doubt that is why the military and the other prime contractors have said they are going to use Raytheon's sensor technology systems on the Killer Unmanned drones..

Here is what Raytheon says:

Raytheon's background in sensor fusion, polar orbiting satellites is extensive.

Although this is an older article on Raytheon, it shows their extensive background capabilities in working with satellite systems, sensor fusion (the taking of data from many sources and coming up with an essential picture of key important data), and building capabilities for satellite and ground control (and data processing).

They essentially landed a billion dollar (US) contract with this project.

Polar orbiting satellites allow for the complete GLOBE to be scanned, by a satellite which steps to the east and west while orbiting north and south. Nothing goes unseen. (SeeMe, while we see you ! is very logical outgrowth, make it cheap and disposable and gather data quickly as needed appears to be the philosophy.)

Data delivery is essential in sensor fusion (merging data sets into providing useful meaningful data to the end user). With the Hunter-Killer UAV's, satellite data has to be FUSED with the target data to allow the target to be found under difficult conditions, i.e. smoke, weather, or other masking or camouflage.. Raytheon with this project basically proved that it could merge data successfully and integrate it into useful meaningful forms that their clients used. (DoD, Noaa and Nasa). (One would be interested in keeping aware of projects developed TRW and General Atomics as well.)

In addition, Italy wants 4 plus the ground stations, the Netherlands hasn't said how many they want but a MOU has been signed as of June, 2013, Germany has been wishy washy, having made requests then withdrew.. Dominican Republic got on the list as well as Australia, who said they wanted these hunter-killers to be used to stop "illegal fishing ! "

6 Nov 2013 Lockheed Martin links self powered ground sensor network to UAV hunter-killers.

Military giant Lockheed Martin has come up with a new way to help the robotic eyes in the sky tell when there is something of interest to watch.

They have come up with something called See-"SPAN" ( an integration of vibration sensory detectors plus the SeeMe and other UAV drones package ) so that when anyone is walking around in a protected area, the ground placed sensors "wake-up" and transmit to the aerial systems a signal to "LOOK HERE".

These ground placed sensors according to Lockheed Martin, never need battery replacements, and provide a "permanent" monitor along key areas such as borders, high value targets, or important "areas of interest".

If a compound is desired to be protected, or an encampment, or some area which conceivably would have to be passed by foot or vehicle, these sensors, no larger than one's hand can be cost effectively deployed, rapidly and securely, mounted underground with a small antenna barely visible that communicates with the aerial drones or satellites.

Planting these sensors around oil wells, gas pipelines, powerstations and transmission lines, roads and fences near "secure areas", allows for the militaries and governments to have an additional measure of security - when something trips the systems, the drones can go in and take a look instead of having to waste time loitering or continually patrolling some area which may have infrequent traffic.

These systems can be placed anywhere, worldwide to enable an area to be surveilled for motion (foot or vehicle traffic). Lockheed in their brochure for the devices says it can even be triggered by "voice", or gunfire - (acoustic mode monitoring).

How interesting that on this planet the weapons and space detecting systems are directed towards it's inhabitants and not towards any kind of an outside threat. Niether a good option, of course.

This place is terminally ill and needs some shaking. The Darpa puppets, Raytheon and the like are the enemies of themselves and this fact can obviously not be detected by any one of their sophisticated space cameras and is also apperently hidden from their eyes.
