About getting the energy offshore Israel..
TEL AVIV, Israel – BG International is in negotiations to take gas from the deepwater Leviathan field offshore Israel to Egypt.
The sales of the energy is to EGYPT. There was no mention of the pipeline to Israel, but as Pan pointed out above Israeli has legislated that only up to 40% can be diverted/sold to foreigners.
Operator Noble Energy and its partners have signed a non-binding letter of intent with BG, which could involve the supply of 7 bcm/yr (200 bcf/yr) over 15 years to BG’s existing LNG facilities in Idku.
According to Isarel’s Delek Group, the gas would be exported from an FPSO on the Leviathan field through a subsea pipeline to Idku. The gas price for the binding agreement will be determined in a formula to be ratified by all parties.
A subsea pipeline then ignores the necessity of a floating gas-to-liquids plant which would could use a stop-gap measure for the LNG - shipping by tankers. However, if the project really is more ambitious and a 100 year plan, for Israel to dominate the region, one could have the pipeline be a lower pressure liquefied natural gas (see images bottom of the post).
Development of Leviathan remains contingent on final investment decisions by each of the field partners and receipt of approvals from the authorities in Israel and Egypt.

TEL AVIV, Israel -- A report from consultants Netherland, Sewell & Associates has upped estimates of gas in place at the deepwater Leviathan field offshore Israel.
Delek Drilling and Avner Oil Exploration commissioned the report, which suggests the following scenarios:
The low estimate of gas has increased 11% from 14.89-16.58 tcf; the best estimate is 16% higher, up from 18.91-21.93 tcf; and the high estimate has increased 10%, from 24.14-26.52 tcf.
According to Delek, the increases follow a quantitative and qualitative improvement of the database for the Leviathan natural gas reservoir, based on re-processing and re-analysis of the 3-D seismic surveys, and a series of laboratory tests on reservoir rock and liquids, including routine/special core analysis.
An underwater pipeline would be much harder for Hamas to attack for instance, thereby "ensuring" Israeli "security" as they have been stating over and over, that security is tantamount.
