When the Church of Scientology was taken in 1982, Assistant Commodore 2nd went to Germany to establish the Scientology Freezone. One of the corner stones of the Freezone is the Freezone Decree and the Non Interference Decree.

I have as of today no method to verify this Decree from the Galactic Government, but an indirect method might be used to evaluate its factibility.

So far, the Non Interference Decree forbidding the use of Nuclear, chemical and biological warfare on Earth seems to be true, for the simple reason that there has been no nuclear, chemical or biological warfare on Earth, and so, the PTB have had to use very complex and deceitful methods to pollute Earth with radiation, (Fukushima), chemicals (Monsanto) and biological weapons (vaccines and GMOs).

Fukushima was a false flag involving a computer virus to deactivate the plant, probably tectonic weapons to create a tsunami and nuclear bombs to blow the buildings.

Monsanto is using chemicals that destroy human bodies and GMOs as well as vaccines are modifying human genes.

This indicates that the a non interference decree might indeed be enforced on Earth:

The NON-INTERFERENCE DECREE on Sector 9 was received on

Earth on the 29th April 1982 at 1200 GMT. It states, (as relayed from Mainship, Sector 9):
"The stars in this Sector are under a Non-Interference Decree from Galactic Central - Grand Council. The stipulations of the decree are:

1. No interference is permitted in the zone known as Sector Nine until further notice.
2. This decree is to be enforced by the Galactic Patrol.
3. There shall be no use of atomic, chemical, or biological weapons in the zone

5. The technical and ethical experiment in progress by Sector Commander Elron Elray is not to be interfered with in any way whatsoever as it is extremely vital to the future of the Galaxy and its inhabitants.
6. The Ethics Order by Commander Elray on the being Xenu, currently Joseph Strasburg, alias "Herr J." or "Mister J." of Germany/Switzerland banking circles, declaring him Suppressive, is to be enforced.
7. It is to be understood that this is a controlled and protected Sector until further notice.
8. Communications to and from Sector 9 shall be routed through Galactic Central-Ambassadorial Section and final authority in cases of dispute shall be held by the Grand Council.

Okay we all know the 1954 Greada treaty was supposedly signed between the Greys & the Americans then from All kinds of sources we hear they are HERE in underground Bases .... Phil Schneider CLAIMED he was at a political meeting underground and he stated Greys sat in on that meeting ....
