‘Prince Andrew was under growing pressure last night to testify on oath
about his contacts with alleged underage ‘sex slave’ Virginia Roberts.
She lodged fresh documents at a Florida court saying her lawyers had
served an extraordinary letter on the Duke last week requesting he
answer questions – but he ‘refused’ to accept it.
Miss Roberts also issued a stinging attack on ‘false and hurtful’ denials
of her claims made by Andrew in the tumultuous past three weeks.
She claimed his police bodyguards left her alone with him the first time
he had sex with her and that she was involved in an orgy with the prince
and eight other young girls.’

Miss Roberts’ lawyers sent Buckingham Palace a letter (above) requesting
his ‘voluntary cooperation in answering question about his sexual interactions’ with her
Buckingham Palace has strenuously rejected claims the Duke had any ‘sexual contact
or relationship’ with Miss Roberts.
Last week, Miss Roberts’ lawyers sent by FedEx couriers an unprecedented letter addressed to
‘His Royal Highness The Duke of York’ at Buckingham Palace requesting his ‘voluntary
cooperation in answering question about his sexual interactions’ with her.
DOES ANDREW HAVE LEGAL IMMUNITY BECAUSE HE'S A ROYAL?
It is not known whether Prince Andrew is covered by legal immunity simply by being
a royal because this has never been tested in international law.
However, the prince may be entitled to diplomatic immunity against questioning in
any criminal inquiry because some of the allegations relate to when he was a
Whitehall-sanctioned business envoy. Diplomatic immunity protects foreign diplomats
from legal action in the country where they work.
Extradition lawyer Karen Todner said the prince could be formally asked to give evidence
‘only in criminal proceedings’. If he refused to co-operate, he could in theory be banned
from entering America.

The letter offered to interview the prince under oath ‘at a time and place of your choosing’.
But her lawyers stated: ‘Federal Express has informed us that the letter has been refused
by the recipient.’
The latest documents filed at Palm Beach court house in Florida make plain Miss Roberts’s
determination to pursue the Prince – who she said ‘I just called “Andy”.’
She alleges she was a sex slave loaned out by paedophile billionaire Jeffrey Epstein to his
friend Andrew when she was aged 17 in 2001, claiming: ‘Whatever Prince Andrew wanted,
I was to make sure he got.’
The latest bombshell came as a shock to Buckingham Palace officials last night as they
arrived in Switzerland with Andrew to attend the World Economic Forum in Davos.
The Prince, who is today due to give a much-anticipated speech to business leaders, was
sitting down with his advisers when details of the papers began to drop last night.
In her latest court salvo, Miss Roberts states: ‘I have seen Buckingham Palace’s recent
“emphatic” denial that Prince Andrew had sexual contact with me. That denial is false
and hurtful to me. I did have sexual contact with him as I have described…under oath.

‘The chaos behind the scenes of the official inquiry into child abuse
has been laid bare with accusations of bullying and silencing members
as the investigation struggled to get off the ground.
One panel member, Sharon Evans, an abuse survivor and chief executive
of the Dot Com children’s charity, told MPs the inquiry’s counsel, Ben
Emmerson QC, had in effect taken it over in the absence of an appointed
chairman, and had made threats and intimidated panel members.
She made the accusations to the Commons home affairs select committee
as the home secretary, Theresa May, considers whether to disband the
independent panel and create a fresh statutory inquiry.’
The inquiry, set up in July in the wake of the Jimmy Savile, Rotherham and
other child sex abuse scandals, still has no chairman after May’s first two
nominees were both forced to step down because of their connections to
the establishment.
Evans was giving MPs an update on the progress of the inquiry along with
other inquiry members – Drusilla Sharpling and Prof Jenny Pearce – and an
adviser, Prof Alexis Jay, who wrote the report revealing that there were
1,400 child sex abuse victims over 16 years in the Rotherham area.
Evans told the MPs that even before their Commons hearing on Tuesday
afternoon there had been an attempt by the inquiry secretariat to ensure
panel members did not voice any internal criticism. “I feel that I was told
today that we must speak with a collective voice. I feel that would prevent
me from answering your questions honestly.”
She also claimed she had been told a letter she wanted to send to the home
secretary must be rewritten before it was despatched and complained that
panel members were being prevented from responding publicly to allegations
about their conduct.
The committee chairman, Keith Vaz, said he shared her concern and warned
panel members they would be in contempt of parliament if they did not reply
honestly to questions. He said the committee would ask Emmerson to respond
to Evans’s accusations.
Two other panel members, Pearce and Sharpling, expressed greater confidence
in the running of the inquiry but agreed that a new chairman and statutory
powers were essential for its work to continue.
Jay said there was a strong public perception that the independent panel was
not focused or well-led.
Sharpling said they had to postpone a Birmingham “listening event” until March
because they were not in a position to answer questions about their future.
Outside the committee hearingon Tuesday, the Home Office said there was an
ongoing investigation into the behaviour of two panel members. The investigation
began after an abuse survivor, Andrew Lavery, complained he had been sent
threatening emails by Graham Wilmer, a panel member who is also a survivor
of child abuse.
There are also complaints about panel member Barbara Hearn over her
communications with Peter McKelvie, a former child protection manager,
whose allegations led to the launch of the ongoing police inquiry
Operation Fernbridge.
The Home Office said it was taking legal advice on the complaints and the I
nvestigation was continuing.
In a statement on Tuesday night, Emmerson denied any bullying or
intimidation, calling the allegations “baseless.” A statement from the
panel, excluding Evans, rejected any suggestion it had been intimidated.

Former Home Secretary Leon Brittan has died aged 75
after a long battle with cancer, his family have said.
The former Conservative MP was a key figure in
Margaret Thatcher's government in the 1980s and
later became a European Commissioner.
Prime Minister David Cameron said he had been a
"dedicated and fiercely intelligent public servant".
His family paid tribute to his "extraordinary
commitment to British public life".
Lord Brittan came under the spotlight last year as
part of the investigation into historical sexual abuse
because he was home secretary in 1984 when
ministers were handed a dossier on alleged
high-profile paedophiles.
In October the head of the public inquiry into child
sexual abuse stepped down over criticism of her
links with the Conservative peer, who insisted the
proper procedures were followed.
'Meteoric rise'
First elected in 1974, Lord Brittan was home secretary in
Margaret Thatcher's government from 1983 to 1985. He
later became trade and industry secretary and stood down
from the Commons when he became a European
commissioner in 1989.
As an MP, he represented the constituencies of Cleveland
and Whitby and Richmond in Yorkshire.
Commons Leader William Hague, the current Richmond
MP, said he had been a "kind, assiduous and brilliant man",
while former Chancellor Lord Lamont said he "would have
risen to the top of whatever profession he had chosen".

Thatcher’s government and inner circle along with Whitelaw,
McAlpine, Joseph, Morrison, etc. etc. May the truth now come
out at last of what they did and how she covered up for them.

Lord Brittan's sudden death is a blow to victims of child abuse who were
waiting to question him over his role investigating child abuse allegations
in the 1980s, a campaigning MP has claimed.
Labour's Simon Danczuk said the Conservative peer's death was a 'sad
day for his family' but also for the Government's inquiry into historic
allegations of child abuse which has been beset by problems after being
set up by Theresa May last year.
Two chairmen chosen by the Home Secretary were forced to step down
after their personal connection to Lord Brittan emerged.
Child abuse survivors had accused Lord Brittan of failing to act on a dossier
of explosive paedophile allegations handed to him as Home Secretary in
the 1980s – an allegation he strenuously denied.
Speaking this afternoon after the Lord Brittan's death was confirmed,
Mr Danczuk said: 'Not only is it a sad day for Leon Brittan's family, it's
also a sad day for the survivors of child sex abuse, because they would
have wanted to hear from Leon Brittan at this inquiry in terms of what
he knew about the allegations that were made in the 1980s.'
Mrs May set up the inquiry into historic child abuse in July to find out
whether public bodies had neglected or covered up allegations in the
wake of claims paedophiles had operated in Westminster in the 1980s.
She announced today that a new chair would be appointed by the end
of the month following a series of problems, including the resignation
of two previous chairs over their alleged links to Establishment figures
of the time.
The Home Secretary will also decide whether it will take the form of a
statutory inquiry or a royal commission by the end of January, with
both options having the power to compel witnesses and full access
to evidence.
Mrs May said: 'I am clear that the new chairman must be someone
who commands that confidence and who has the necessary skills
and experience to carry out this vital work.
'In my work to find that person, as I told the House I would do,
I have undertaken a number of meetings with the survivors of
child abuse and their representative bodies And I have been
deeply moved by the candour and the courage they have
shown in telling me their harrowing stories and the experiences
they have been through.'

colleagues, to whom I offer my personal condolences. But a wider tragedy
stretches beyond that intimate circle, as the opportunity for him to give
evidence to the child abuse inquiry, to clarify issues concerning allegations
of a missing dossier, has been lost forever. This is a consequence of the
failure to deliver the inquiry, which was initially launched by the home
secretary in July 2014.
Other jurisdictions have managed inquiries, so why can’t we? Why is the
child abuse inquiry in Northern Ireland moving forward with some success,
for instance, while the best Westminster can do is two false starts?’

‘A secret file on ‘unnatural’ sexual behaviour at Westminster that was
given to Margaret Thatcher has been discovered.
The document contains allegations ‘of unnatural sexual proclivities’ against
high-profile figures, and was prepared for the then Prime Minister in the 1980s.
Last night campaigning MP John Mann suggested it may form part of a
cover-up over a VIP paedophile ring operating at the time.’

He said there was a secret Downing Street meeting over the file in 1982 and its
potentially explosive contents were thought to be so damaging that the Cabinet
Office decided as recently as a few years ago that it should remain classified.
The paper was only discovered by chance by an academic while he was researching
secret Thatcher files at the National Archives in Kew, South West London.
Child abuse campaigners have reacted with fury after it emerged the file was not
handed over to an NSPCC review into government documents on child abuse.
Last night the Cabinet Office promised to reveal it to the Government’s child abuse
inquiry, suggesting its contents are highly relevant.
But campaigners said it should be made public and shown to the police to prevent
any alleged abusers escaping justice.
The file was found by Dr Chris Murphy, a security and intelligence lecturer at the
University of Salford, who was trawling though catalogue records at the National Archives for security documents.
The contents of the document remain secret, with only the title of the mystery file
publicly listed as: ‘PREM19/588 - SECURITY. Allegations against former public
[word missing] of unnatural sexual proclivities; security aspects 1980 Oct 27 - 1981 Mar 20.’
According to Dr Murphy, it was found among hundreds of so-called ‘Prem’ files –
security documents that passed through the prime minister’s office.
Research: Dr Chris Murphy from the University of Salford found the new classified
file and believes that because of its title Margaret Thatcher will have seen it
He said: ‘I do not know what are the contents of this document, but the fact that
the file is headed security and went to the Prime Minister’s office is suggestive of
the fact that we are talking about someone’s sexual behaviour becoming a matter
of national security.’ Despite the seeming importance of the document, NSPCC chief
executive Peter Wanless who led last year’s review into how the Home Office
handled child abuse allegations between 1979 and 1999, said nobody showed it to him.
He told Sky News: ‘If there is pertinent material in this file it should be submitted to
the sexual abuse inquiry as well as the relevant police force so they can conduct a
criminal investigation if necessary.’
Last night Mr Mann said: ‘The question must be how many more files relate to
prominent people, MPs, politicians in relation to child abuse and why have they not
been made available to Peter Wanless or the Metropolitan Police?’
National security: The paperwork, listed by the National Archive in Kew, pictured,
has been classified for for 35 years on grounds of national security and is still in the
hands of the Cabinet Office
Yesterday Mrs Thatcher’s former press secretary, Sir Bernard Ingham, told Sky
News he could not recall the file, although he said Lady Thatcher was aware of
allegations against a government minister in the early 1980s.
She has previously been linked to the historic child abuse scandal after her former
aide Sir Peter Morrison was accused of raping an underage boy.
A former bodyguard to Lady Thatcher said he warned her of rumours about her
private parliamentary secretary, but he was still appointed Tory deputy party
chairman. Sir Peter died in 1995 aged 51 and was never charged with any offence.
The troubled inquiry into historic child sex abuse has suspended work until Home
Secretary Theresa May makes a firm decision on its future. The independent panel
will not hold any further meetings with victims until either a chairman is appointed
or a decision is taken whether to replace it. On Tuesday, one expert on the panel
claimed she was being ‘bullied and intimidated’ by the counsel to the inquiry. The
rest of the panel distanced themselves from the allegation, which the counsel also denied.

‘An alleged victim of a Westminster paedophile ring claimed
to police that Leon Brittan abused him more than a dozen times.
The witness known as Nick said he also saw most of his friends
molested by the former Home Secretary who died on
Wednesday aged 75.
Making the bombshell claims, Nick first spoke to investigative
website Exaro last year and identified Mr Brittan as being
present at VIP abuse parties.
Asked how he knew who he was, Nick told the website: “Well,
he told me. Not his full name. He told me that it was Leon. And
it was only later in my adult life that I then knew who it was.”’

Friends and colleagues of Mr Brittan, including former Cabinet

week defended his legacy and poured scorn on the allegations.
Mr Howard said: “I think it is a tragedy that his last days were
dogged by these quite unsubstantiated allegations.”
Mr Gummer, now Lord Deben, branded unsubstantiated claims
as “wicked” while Mr Mellor said: “I am especially sad he died
after he was subjected to unwarranted criticism and innuendo.”
Mr Brittan himself had always strenuously denied any allegation
of sexual wrongdoing.

‘Brittan is said to have abused children at Elm Guest House, a boarding house in
Barnes, west London, which was run as a brothel in the 1970s and 1980s,
according to the Daily Star Sunday.
Among the shocking accusations are claims that one of Brittan’s victims was
a 10-year-old primary school boy.
Other details that were reported include how a social worker described in testimony
details seeing photos, taken in the 1970s, of Brittan dressed in kinky outfits with
naked boys sitting on his lap.
Police were looking into allegations made about the Conservative politician when
he died aged 75 from cancer last week.’

New dossier shows Mrs Thatcher was briefed on Sir Peter Hayman paedophile
scandal when she had been in Downing Street only a year, and officials feared
the diplomat's offending went back to at least 1966
Mrs Thatcher received a stream of memos from officials about the ''unnatural sexual proclivities'' of Sir Peter Hayman.
‘Margaret Thatcher, the former prime minister, was kept fully informed
about an investigation into a senior diplomat who was embroiled in a
paedophile scandal, newly-released secret documents show.
Mrs Thatcher received a stream of memos from officials about the
“unnatural sexual proclivities” of Sir Peter Hayman.
The prime minister was carefully coached on how to deflect difficult
questions about the affair after it was finally exposed by Private Eye
magazine in 1980.’
The documents disclosed for the first time that Hayman had been
engaged in “sexual perversion” since at least 1966, when he was a
minister in the British military government in West Berlin.
The 37-page dossier set out how the then Director of Public Prosecutions
(DPP) decided not to prosecute the diplomat after he was caught with a
collection of paedophile material in 1978. It also shows the DPP never
informed the government or the security services about Hayman’s proclivities,
despite concerns enemy spies could have been blackmailing him for sensitive
information during his time abroad. The new information appeared to
undermine claims that the decision not to prosecute Hayman was part of an
Establishment conspiracy to cover up child abuse. It said the decision was not
referred to the security services at all, either because Hayman was already
retired or because there was a communications breakdown between DPP and MI5.
“An attempt was made to contact Security Services [by the DPP] when the
first police report was under consideration,” the dossier said.
“The contact was unavailable and his secretary said he would ring back – he did not do so.
“Later, the final decision not to prosecute was reached and the need to chase
the unreturned telephone call was overlooked.”

The documents also said Hayman’s offence was not serious enough to merit
charges, according to policies then in force. The papers demonstrate Whitehall’s
shock at its failure to detect Hayman’s activities earlier, and concerns that vetting
procedures may need to be stepped up to prevent a repeat of the mistake.
However, it remains unexplained why Hayman’s arrest for possessing paedophile
material was hushed up between 1978 and the publication of the Private Eye
story two years later.
The file contains a memo in Mrs Thatcher’s handwriting to Sir Michael Havers,
the then Attorney General.

On 10 Downing Street notepaper, and dated March 20, 1981, it says: “So that
there be no doubt, I leave to your judgment whether or not you are interviewed
on media or TV about the Hayman matter.”
Signed “Margaret”, the memo is the final chronological entry in the file which has
been released to the National Archives, titled "PREM 19/588 SECURITY. Sir Peter
Hayman: allegations against former public official of unnatural sexual proclivities;
security aspects.”
Robert Armstrong, the Cabinet Office Permanent Secretary, said in a memo to the
prime minister marked “Secret” that it was a “difficult question” why no-one in
government was told by Sir Thomas Hetherington, the DPP, about the police
investigation into Hayman.
“It would be better not to be drawn on this aspect in a way which could lead to the
need for a further statement,” he wrote.
In the event, no questions on the Hayman affair were asked during prime minister’s
questions in the Commons that week.
Another significant disclosure in the dossier is a memo from the Attorney General's
office which refers to Hayman's diaries.
"It is understood that they were recovered from the police by the Director
[of Public Prosecutions] for the undisclosed purpose of being made available
to the Security Services," it says.
The diaries were said to be "explicit and detailed records of his sexual
activities and fantasies".
The dossier does not explain what happened to the diaries, how they were
examined by the security services or the outcome of their analysis.

Hayman, who died in 1992, was named as an abuser of children by Geoffrey
Dickens MP and had links to the controversial Paedophile Information Exchange.
The case has been cited by campaigners as evidence of how paedophiles in the
highest levels of government had their activities covered up.
Widespread concern about institutional abuse has led Theresa May, the Home
Secretary, to set up a major new inquiry into how government handled the
issue over decades.
The files show Hayman was discovered to be corresponding with an unknown
person who had "an obsession about the systematic killing by sexual torture of
young people and children".
But no evidence was found that Hayman ever sent material relating to sexual torture.
Last December Scotland Yard announced it was investigating the alleged murder
of three young boys linked to a Westminster paedophile ring active in the late
Seventies and early Eighties.
The papers said: “It is clear that Sir Peter Hayman was already engaging in sexual
perversion in 1966 when he returned from Berlin to the Foreign Office, and it must
be presumed that he was doing so before that time.”
While Hayman was posted to Canada, obscene correspondence began arriving at the
High Commission in Ottawa, they said, “apparently as a result of advertisements
placed in a pornographic magazine”.
A member of the domestic staff was blamed at the time, it said, but “the latest report
raises the question whether it should have been laid at Sir Peter’s door”.
It has previously been claimed that Hayman worked for MI6 and even that he was
deputy chief of the Secret Intelligence Service.
The dossier makes clear that he was a career diplomat and not a spy.
The secret memo from Sir Robert says: "It was not the case that he 'had an intelligence background'."
Another document in the file - also marked 'Secret' - says: "Sir Peter Hayman
was a member of the Diplomatic Service."
John Mann MP, who has been instrumental in the campaign on behalf of abuse
victims, welcomed the file’s release.
“It is important that these secret files are opened up, so this is potentially a
significant development,” he said.
“We need to see more of them being released – in fact, we need to see all of them.”

‘Survivors of sex abuse say they have received death threats and been approached by their a
busers, after MPs published their details online last week.
As part of its inquiry into how the Home Office handled historical sex abuse, the House of
Commons’ Home Affairs select committee revealed the identities of four victims on its website.
In a letter to Home Secretary Theresa May, a group of abuse survivors said: “It has exposed
us as individuals, making us feel vulnerable, and is having a huge impact on our work.”
Keith Vaz, the chair of the inquiry, published an unedited version of the 96-page document,
but has since redacted the names of the survivors of abuse and other sensitive details.’

They claim the duke last week refused to accept a letter asking him to
testify on oath about the allegations made by Virginia Roberts. In a bid
to try again, Miss Roberts’ lawyer said yesterday: ‘We are attempting
delivery through the British Embassy in Washington.’
The development came the day after Andrew spoke publicly to deny
that he had sex with Miss Roberts.’

Early into the first term, when the Clinton's found themselves already embroiled in scandals
including those surrounding the Travel Staff and Whitewater financial investigations, Vince
Foster was found dead in Fort Darcy Park, officially ruled to be a suicide.
Foster's death prompted a wave of controversial as conflicting facts in the investigation of his
death suggested murder and a cover-up at the highest levels. It became fuel for what Hillary
Clinton termed a "vast rightwing conspiracy" that increasingly nested on the growing Internet,
and has remained one of the most conspicuous and shady events under the reign of the Clinton's.
In the end, with Vince Foster such as close associate and friend of the family, his is the closest
body to their front door on what has been considered a very long "trail of dead bodies" entangled
in mystery, intrigue, conspiracy and allegations that reach into the heart of the secret government.
