Chris Rutkowski did decent move, to follow up after his first and quick reports.
My concern was not limited in this case.
Think like this :
Yesterday I woke up very early and went backyard to pick up some apple from of my apple tree for breakfast, I hit a military tank. I ask the driver what he was doing in my backyard. He said ,He is not in my back yard, last night rain made some puddle and he is training in that puddle he was upset to me because I could steal his equipment while he is on duty. I didn't dare to ask him if someone dropped him from air or he just trespassed my yard to come on that puddle.
If it was an UFO,UGO case or a military force hostage the local inhabitants, how we would investigate that. Are we going to ask correct questions and quickly help those who need our out side help(in some case supposedly hoaxer could be a real victim)
I still have unsatisfied angles on this(but it is not related with UFO,or UGO)

Did your Boss comply your advice? If he /she did not, can we ask him directly(since he took all responsibility for his decision)

This statement doesn't seem a PR person's speaking since it discriminate locals with presumption followed by accusation (Incidentally, that actually has occurred in other situations!)
My point is
If there is unknown activity for unauthorized action, how far can we go to investigate it? A training exercise most likely turns emergency responds in the future, if locals are not informed.
