In the US, poverty, deprivation and exploitation draws thousands of
its own children down into a dark underworld that offers few ways out.
It is a world few Americans are aware of. But tens of thousands of
American children are thought to be sexually exploited every year.

It's believed that every night hundreds are sold for sex.

The FBI says child sex abuse is almost at an epidemic level, despite
the agency rescuing 600 children last year.

"Trafficking" often conjures images of people from other countries being
smuggled over land and across the sea and then forced to work against
their will in foreign lands. People are trafficked into America from Mexico,
Central and South America. But the vast majority of children bought and
sold for sex every night in the United States are American kids.

The late Sir Cyril Smith child pornography inquiry has been dropped due to “lack of evidence”.

Simon Danczuk, the current Rochdale MP, made a series of claims about the late Smith’s
sexual activities, including that he was stopped by police who discovered he had child
pornography while travelling on the motorway through Northamptonshire.

But Northamptonshire Police said they could find no records or witnesses to corroborate
the allegations, made by the Labour MP in his book Smile For The Camera: The Double
Life Of Cyril Smith.

Detectives interviewed five people who came forward but could only provide third party
accounts which could not be used in evidence.’

An actor has been cleared of perverting the course of justice after being
accused of making up a story that he was molested by former chancellor
Kenneth Clarke during a cash-for-questionsTV sting 20 years ago.
Ben Fellows, 40, from Birmingham, alleged that the leading politician had
plied him with alcohol and carried out the sexual assault in the office of a
lobbyist while he was working undercover for ITV’s Cook Report in 1994.

Mr Clarke insisted he had never in his life “had the compulsion” to grope
another man as he dismissed the claim as “preposterous”, “off the Richter
scale” and “like Martians landing”.

After eight hours of deliberations the jury at the Old Bailey found Fellows,
of Olton, Solihull, not guilty of perverting the course of justice between
November 14 2012 and December 1 2012.’

FBI: Sexual Abuse of US Children Close to ‘Epidemic Level’

The United States’ Federal Bureau of Investigation says despite their
best efforts, huge numbers of children across the US are being sexually
exploited. The rate of abuse is reaching “epidemic” proportions.

Tens of thousands of kids across the United States are being sexually
exploited every year, and “the level of pedophilia is unprecedented right
now,” Joseph Campbell of the FBI’s Criminal Investigation Division
revealed to BBC News.

Only six hundred abused children were rescued by the Bureau last year.

Most of children cited in these numbers are American citizens, but there
is also a large number of minors illegally transported to the territory of
the US from Latin- and Central America, the BBC investigation revealed.’

Jack Straw asked the Government to fund legal action against two
journalists who exposed his role in the Jeremy Thorpe sex scandal.
The former Foreign Secretary recently admitted that when he was
working as a special adviser to Social Security Minister Barbara
Castle, he accessed the private social security file of Norman
Scott – a model who claimed to have had an affair with Liberal
Party leader Thorpe.

Thorpe’s career was destroyed by claims that he had conspired to
murder Scott in a bid to cover up details of their alleged affair.’

Jack Straw asked the Government to fund legal action against two

Straw said that at the beginning of 1976 he compiled a report on
the file that was then handed over to Prime Minister Harold Wilson
by Castle. But newly released Cabinet Office papers show that, in
1978, both Straw and Castle wanted the Government to fund a
legal action against journalists Barrie Penrose and Roger Courtiour,
who had begun asking potentially embarrassing questions about
their role in the affair.

News that Straw tried to block enquiries will prove embarrassing
because he is part of a review into the future of the Freedom of
Information Act.

The IPCC is investigating Wiltshire Police's handling of an alleged claim made in the
1990s. The police watchdog is to investigate whether officers failed to pursue
allegations of child abuse made against former Prime Minister Sir Edward Heath.
A retired detective has alleged that claims were made in the 1990s but not followed
up.The Independent Police Complaints Commission will also look at whether a case
was dropped when a person involved made the claims against Sir Edward.

Anyone with information is asked to contact police.

The inquiry was opened after claims made by a retired senior officer were referred
to the IPCC by Wiltshire Police.

'Never spoken out'

Sir Edward died at his home in Salisbury in 2005 aged 89.


An IPCC spokesman said: "It is alleged that a criminal prosecution was not pursued
when a person threatened to expose that Sir Edward Heath may have been
involved in offences concerning children."In addition to this allegation, the IPCC will
examine whether Wiltshire Police subsequently took any steps to investigate these
claims." In a statement, Wiltshire Police said: "Sir Edward Heath has been named in
relation to offences concerning children.

"He lived in Salisbury for many years and we would like to hear from anyone who
has any relevant information that may assist us in our inquiries or anyone who
believes they may have been a victim.

"Some people may never have spoken out about the abuse they have suffered but
we would urge them to please contact us and to not suffer in silence."

The Sir Edward Heath Charitable Foundation, which operates the museum at
Arundells, his home in Salisbury, said it welcomed the investigation.

"We wholeheartedly believe (it) will clear Sir Edward's name and we will co-operate
fully with the police in their enquiries," a spokesman said.

Sir Edward led the 1970-1974 Conservative government and took Britain into what
was then the European Economic Community.His time in power was beset by
industrial action and economic difficulties that forced him to introduce a three-day
week.He lost his leadership of the party to Margaret Thatcher in 1975 - something
he never forgave her for and he refused to serve in her cabinet.In his later years he
became the Father of the House of Commons, the longest-serving MP.

He was a successful author, an avid art-collector and a world-class yachtsman.

‘Sir Edward Heath was today accused of raping a 12-year-old runaway
as police faced a corruption investigation into whether they let off a
brothel madam who threatened to expose him in the 1990s.

The alleged rape victim, now 65, claims he was walking along the A2
in north Kent in 1961 when the former prime minister slowed down
and asked if he wanted to stay at his flat in Mayfair.

He claims two months after the alleged attack he went to the authorities
who dismissed him as a ‘fantasist’ and a ‘liar’.

It was only four years later he recognised Sir Edward as his alleged
abuser when he saw a photo of him in the paper sharing a joke with
Margaret Thatcher and Tory peer Dame Pat Hornsby Smith.

The man, who cannot be named, spoke out after it was revealed police
are being investigated over sensational claims they covered up separate
child sex allegations against the former Tory leader.’

There are a number of ongoing investigations and inquiries - criminal and otherwise
- into historical abuse allegations at institutions across the UK. Here is a guide to
the key inquiries and their scope.

Met Police
◾Umbrella inquiry: Operation Fairbank

Fairbank is the Met Police's umbrella inquiry into historical child sex abuse claims
involving politicians and other public figures. It began in 2012 as a "scoping
exercise" to establish evidence for formal investigation and went on to establish a
number of criminal investigations: Operations Fernbridge, Midland, Cayacos and
then later Athabasca.

◾Grafton Close Children's Home: Operation Fernbridge (now closed)


Father Anthony McSweeney was found guilty of sexually abusing a teenage boy
between 1979 and 1981

Launched in February 2013 and led by the Met Police, Operation Fernbridge
investigated allegations of abuse in the early 1980s at Grafton Close Children's
Home in west London, and at Elm Guest House in Barnes, south-west London.
In connection with Grafton Close, two people were charged with offences. One
was found dead and one, Catholic priest Father Anthony McSweeney, was found
guilty of sexually abusing a teenage boy. He was sentenced to three years' jail
in March. The operation has been closed and investigations into Elm Guest House
taken up by Operation Athabasca (see below).

◾Elm Guest House: Operation Athabasca

This new investigation takes over from Fernbridge in investigating allegations
about a paedophile network centred on Elm Guest House in Barnes, south-west
London in the 1970s and early 1980s. Police are still appealing for information
on 020 7161 0500.

◾Dolphin Square: Operation Midland

Established in November 2014, Operation Midland is examining claims that boys
were abused by a group of powerful men from politics, the military and law
enforcement agencies at locations across southern England and in London in the
1970s and 1980s. It is also examining claims that three boys were murdered.
It has focused on the Dolphin Square estate in Pimlico, south-west London.


Convicted paedophile Peter Righton

◾Paedophile Information Exchange: Operation Cayacos

Operation Cayacos is investigating allegations of a paedophile ring linked to
convicted paedophile Peter Righton - a founding member of the Paedophile
Information Exchange, which campaigned to make sex between adults and
children legal.

Greater Manchester Police


Cyril Smith died in 2010 aged 82

Greater Manchester Police is investigating allegations that Cyril Smith, the larger-
than-life Rochdale MP who died in 2010, abused vulnerable young boys in the town.
His family says he always denied the accusations. The allegations first surfaced in
1979 when Private Eye magazine carried reports that he abused teenagers at
Cambridge House, a privately run "hostel for working boys" in Rochdale. It has also
been alleged that he raped boys at Rochdale's Knowl View residential school. He
also frequented Elm Guest House in south-west London - a location linked to the
Met Police's Operation Fernbridge.

Other inquiries and investigations

A number of other inquiries and investigations are under way or have been
completed. Here are the details.

Inquiries into the handling of abuse allegations

Independent inquiry Announced in July 2014, the independent inquiry will
investigate the way public bodies handled child sex abuse claims. Former judge
Elizabeth Butler-Sloss was chosen to head the inquiry, but she stepped down
following concerns about her family links. She was replaced by Fiona Woolf, the
Lord Mayor of London. But in October 2014 she also stood down after concerns
were raised over her social links to the former Home Secretary Leon Brittan. In
February 2015, New Zealand judge Lowell Goddard (pictured) was announced as
the new head of the inquiry.

Independent Police Complaints Commission (IPCC) The police watchdog is
investigating alleged corruption in the Met Police, including claims it covered
up child sex offences because MPs and police officers were involved. The
IPCC is investigating 14 referrals spanning four decades. The Met said it had
voluntarily referred the allegations, which arose from Operation Fairbank.

Home Office (Wanless) review Headed by NSPCC chief executive Peter Wanless
(pictured), the review examined Home Office handling of historical child sex
abuse allegations and the way police and prosecutors dealt with information
given to them. This followed a call from Labour MP Simon Danczuk to explain
why written allegations about powerful paedophiles - presented in the 1980s
to Lord Brittan when he was home secretary - have since disappeared. A 2013
Home Office review of allegations concerning child abuse from 1979-99 resulted
in four files, not previously disclosed, being passed to police. The Wanless review
found no evidence that records were deliberately removed or destroyed.

Historical Institutional Abuse(Northern Ireland) Set up to establish if there were
systemic failings by institutions or the state in their duties towards children in their
care between 1922-95. Due to report January 2017. Chaired by Sir Anthony Hart
(pictured). A High Court judge in Belfast has granted a judicial review into how the
Kincora Boys' Home will be investigated. Three senior care staff at Kincora were jailed
in 1981 for abusing 11 boys. Allegations remain that some members of the British
intelligence services knew of the abuse and helped to cover it up.

Scotland care inquiry A statutory public inquiry into the historical abuse of children
in care has been set up by the Scottish government following scandals involving
child abuse at institutions including those run by the Roman Catholic church.

Other inquiries

Operation Pallial, North Wales The National Crime Agency is investigating
allegations of historical abuse at children's homes in North Wales. It has found
evidence of 140 alleged cases of historical abuse between 1963 and 1992. Also, Mrs
Justice Macur has been appointed to review the 2000 Waterhouse inquiry into North
Wales abuse dating back to the 1970s.

Operation Garford, Suffolk Investigating historical abuse allegations centred on
Kesgrave Hall School from the 1970s to the 1990s. Results of the original
investigation, carried out in 1992, are being reviewed. Suffolk police are carrying
out two further, unconnected investigations into allegations of abuse at two other schools.

Independent Jersey Care Inquiry The Independent Jersey Care Inquiry is
investigating historical abuse claims in Jersey's care system from 1960 to present
day. It began in July 2014. Frances Oldham QC is the inquiry chairwoman.

Jimmy Savile inquiries

Operation Yewtree Police investigation into Savile (pictured) and others. An
investigation by the Met Police and NSPCC reported in January 2013 on allegations
against Savile. Cases which emerged as a result of investigations into Savile, but
were unconnected to him, included Max Clifford, Rolf Harris and Dave Lee Travis.
Investigations into other suspects are continuing.

Savile NHS inquiry Reports found Jimmy Savile sexually assaulted victims aged five
to 75 between 1962 and 2009 in 28 hospitals, including Broadmoor and Leeds
General Infirmary. Reports relating to 13 other NHS organisations, including Stoke
Mandeville Hospital, were published in February 2015. The Stoke Mandeville report
found Savile abused 63 people connected to the hospital between 1968 and 1992.

Savile BBC inquiry Dame Janet Smith is investigating whether culture and practice
at the BBC enabled Savile to carry out abuse of children unchecked. It has now
finished taking evidence. Her report was expected in May 2015, but its publication
has been delayed. Dept for Education Headed by human rights lawyer Lucy Scott-
Moncrieff - to look at allegations that Savile abused children in schools and
children's homes, from the 1960s to 1980s.

posting anything for three days.Facebook you are a disgrace and this will rightly
reflect on your growing reputation for censorship and invasion of privacy as well

‘This is the chilling moment Sir Edward Heath’s Commons enforcer revealed
part of his job had been to cover up ‘scandals involving small boys’.

Tim Fortescue, an assistant whip while Sir Edward was prime minister, was
part of the so-called ‘Westminster Secret Service’ who would hide dirty
secrets for MPs and blackmail them for loyalty.Mr Fortescue, who died in 2008,
admitted Ted Heath had encouraged him to compile a ‘dirt book’ on Tory colleagues
and would try to ‘get a chap out of trouble’ before demanding favours in return.Sir
Edward, who has now himself been accused of child abuse, also kept his own to
keep his MPs in line.’

Mr Fortescue, who died aged 92 in 2008, claimed he could help MPs with
scandals 'involving small boys' in order to exert control over them to make sure
they vote in line with their party's intentions.He said: ‘For anyone with any sense,
who was in trouble, would come to the whips and tell them the truth, and say
now, 'I'm in a jam, can you help?'.

‘It might be debt, it might be... a scandal involving small boys, or any kind of
scandal in which... a member seemed likely to be mixed up in, they'd come and ask
if we could help and if we could, we did.

Secrets: Tim Fortescue admitted in a 1995 documentary that the 'dirt book' allowed
them to blackmail MPs into loyalty

and if I mean, that sounds a pretty, pretty nasty reason, but it's one of the reasons
because if we could get a chap out of trouble then, he will do as we ask forever
more.’The admission was made in a 1995 BBC documentary on life in Parliament,
which was released last year when the Westminster paedophile scandal first
emerged. Mr Fortescue's interview lifted the lid on the lengths the whips’ office
would go to in order to prevent an MP’s private life becoming public. Since then the
Prime Minister has ordered that all secret Tory files about the private lives of MPs
are to be opened up for an inquiry into widespread child abuse at the heart of the
establishment. A panel of experts will examine evidence that successive
governments, charities, political parties, the NHS, the BBC and the Church failed to
protect children from paedophiles. It has been claimed that powerful figures,
including MPs, judges, senior military figure and celebrities, were able to avoid
prosecution for abusing children as part of an Establishment cover-up.

Sex parties would be held at Dolphin Square in Pimlico and also children in care
would be plucked from homes and abused. Whistleblower Peter McKelvie has
claimed a 'powerful elite' of at least 20 prominent establishment figures formed a
VIP paedophile ring that abused children for decades. Now, for the first time, Sir
Edward Heath has been named by police, with five forces now investigating claims
he was a child abuser.

Wiltshire Police said today they have received 'tens' of calls.

‘The founder of Kids Company has claimed she has been targeted because she
knows about high-level sex abuse.The children’s charity closed its doors yesterday
after running out of money amid claims of financial mismanagement and a row
over funding.

Camila Batmanghelidjh, who founded the organisation 19 years ago, claimed today
there has been a campaign against those attempting to expose child sex abuse by
powerful people.

She added: ‘I believe much of these difficulties are about suppressing the people
who are speaking up about the child protection problem in this country.’

‘Jimmy Savile’s nephew today claimed that a male friend was abused by Sir Edward Heath.

Guy Marsden said the friend was just 14 at the time and the alleged sex attack on him
happened at a party in London during the Seventies.Six police forces are now investigating
child sex allegations involving Conservative former Prime Minister Sir Edward, who died in
2005. The Independent Police Complaints Commission has launched its own inquiry into
an alleged cover-up.

Mr Marsden, 61, said he and three friends aged 13 to 16 were ferried across London from
flat to flat, where sexual abuse took place. He said police are aware of the allegations by
his friend, who is now married with two children and wishes to remain anonymous.’

‘Jimmy Savile’s nephew today claimed a 14-year-old friend was abused by Sir Edward
Heath as police revealed they are investigating his links to the DJ and a paedophile
ice cream mogul. Guy Marsden, who was taken to ‘paedophile parties’ by his uncle
from the age of 13, says the alleged attack happened in central London in the 1970s.

It came as North Yorkshire Police detectives started examining Sir Edward Heath’s
relationship with Jimmy Savile and his paedophile friend Peter Jaconelli, who was
known as ‘King Cornet’.
A new photo has emerged of Heath with Jaconelli, the 21-stone former mayor of
Scarborough who made a fortune in ice cream but also used his power to lure in
children, abusing them unhindered for 40 years.’
