This is between the US/Allies and Russia/Allies.
There has been a gradually escalating Cold War between the two for years, of which the public has mostly been kept in the dark about.
Unexplained/Unacknowledged missile launches, which have been occurring over the past several years, are called Saber-Rattling (See what we can do?).
Unexplained disappearances and/or take-downs of passenger airliners are called False-Flags (Blamed on another party).

It is my opinion that the take-down of this Russian passenger plane was caused by the use of a Directed-Energy/Laser weapon, and possibly a Space-Borne one. My reasoning for this is that the Fuel Cells on a passenger aircraft are contained within the wings, the Flash Point of Jet A fuel is only 38 °C (100 °F) and the Autoignition Temperature of Jet A fuel is only 210 °C (410 °F), and the only residue to be found from such an explosion would be from the components of the fuel.
Which all makes the following comments made by Carter an important hint:
