    No one country did this. The oligarch, criminal globalists do not think in terms of countries. They think in terms of their perceived interests at any particular time, which boils down to gaining and maintaining power and control.

    Ukraine threatens Russian reservists

    The chief of staff of Ukrainian President Vladimir Zelensky has told Russian troops to surrender if they want “a chance to live,” claiming they will otherwise be killed.

    Andrey Yermak made the threat on Tuesday to reservists who are entering military service under the partial mobilization announced last week in Russia.

    “Mobilized Russians who surrender will have a chance to keep their lives. The rest of them will not,” he tweeted.

    Other senior Ukrainian officials have made similar statements since Russian President Vladimir Putin announced the military draft last Wednesday. Zelensky himself urged mobilized Russians to “protest, fight, run or surrender,” claiming that those were the options for them “to survive.”

    Russian Defense Minister Sergey Shoigu said on Wednesday that the mobilization would see some 300,000 reservists called to arms. He explained that additional troops were required to control Russian-held areas and the 1,000km contact line with Ukrainian forces.

    Russia has amended its criminal code, making voluntary surrender during wartime a serious felony. People found guilty of the crime face up to ten years in prison under the new legislation, which was signed into law by President Putin last Saturday.

    The largest exchange of POWs between Russia and Ukraine, which was mediated by Türkiye, took place last week. Among the Ukrainian troops that Moscow agreed to set free were dozens of members of the neo-Nazi Azov regiment.

    Four regions vote to join Russia: What’s next?

    The Donetsk and Lugansk People’s Republics (LPR and DPR) along with Kherson Region and part of Zaporozhye Region in southern Ukraine have voted to join Russia in referendums that were held between September 23 and 27.

    In Lugansk, more than 98% of voters have supported the idea to join Russia, official figures show with all the ballots counted. Donetsk has shown similar results with more than 99% of voters supporting the move. Both Zaporozhye and Kherson regions have process all the ballots by late Tuesday, with 93% and 87% of voters respectively backing the split from Ukraine and reunification with Russia.

    The process of integrating new regions into Russia may take some time as it requires the approval of the country’s parliament and the president. But Kremlin spokesperson Dmitry Peskov said on Friday that he was “convinced it will be fast enough.”

    Under the Russian constitution and the federal law on the accession of new constituent members, the procedure includes several steps. Once the regions willing to become part of the Russian Federation submit their proposals to Moscow, the president should inform parliament and the government on the matter, Senator Konstantin Kosachev explained in a Telegram post last week.

    If a political agreement on the accession is reached, “draft international treaties on the admission of foreign states or parts of them” to Russia should be developed, Kosachev, the vice speaker of the upper house of parliament, said. These agreements regulate issues such as the name and status of new territories, citizenship, succession, the functioning of public authorities, the operation of legislation, and so forth.

    After these treaties are signed, the Russian Constitutional Court should verify if they comply with the country’s supreme law. If there are no violations, the next step will be the ratification of the documents by the lower house, the State Duma, and their approval by the upper house, the Federation Council.

    Simultaneously, a draft federal constitutional law on the admission of new constituent units to Russia should be submitted to the Duma. If approved, it then goes to the upper house for consideration.

    “This law enters into force no earlier than the entry into force of the international treaties themselves,” Kosachev noted.

    Moscow warned earlier that if the Donbass republics and the two southern Ukrainian regions united with Russia, it would consider any attempts by Kiev to retake them as attacks on its own land. “Immediately the Russian Constitution will come into force in relation to these territories where everything is very clearly stated in this regard,” Peskov told journalists last week.

    Shortly after the regions decided to hold referendums, Russian President Vladimir Putin announced a partial mobilization that involved calling to arms some 300,000 reservists, according to the military. Media reports have suggested that Moscow allegedly plans to mobilize up to a million.

    Kiev considers the territories willing to join Russia to be under illegal occupation and said it would not recognize the results of the referendums. Ukrainian President Vladimir Zelensky has ruled out any possibility of talks after the voting.

    Ukrainian Foreign Minister Dmitry Kuleba stated last Tuesday that “Ukraine has every right to liberate its territories and will keep liberating them, whatever Russia has to say.”

    The EU and the US have already called the voting a “sham.” US Secretary of State Antony Blinken told CBS on Sunday that the LPR, DPR, Kherson and Zaporozhye regions “will never be recognized” as part of Russian territory. He added that Kiev had “every right” to take them back.

    Russia sent troops into Ukraine on February 24, citing Kiev’s failure to implement the Minsk agreements, designed to give the regions of Donetsk and Lugansk special status within the Ukrainian state. The protocols, brokered by Germany and France, were first signed in 2014. Former Ukrainian president Pyotr Poroshenko has since admitted that Kiev’s main goal was to use the ceasefire to buy time and “create powerful armed forces.”

    In February 2022, the Kremlin recognized the Donbass republics as independent states and demanded that Ukraine officially declare itself a neutral country that will never join any Western military bloc. Kiev insists the Russian offensive was completely unprovoked.

    Local Electoral Commissions: Referenda in Kherson, Zaporozhye, DPR & LPR Recognized as Valid


    The referendum on joining Russia started simultaneously on September 23 in the Donetsk and Lugansk People's Republics, as well as in the Kherson and Zaporozhye regions. Voting lasted five days, until September 27. Russian President Vladimir Putin said last week that Russia would support the decision made by the residents.

    According to the results of processing 100% of the ballots, 98.42% (over 1.6 million people) of the inhabitants of the Lugansk People's Republic voted for joining Russia, Elena Kravchenko, chairwoman of the republic's electoral commission, told reporters on Tuesday evening.
    The head of the LPR Leonid Pasechnik said upon declaring the results that intimidation by nationalists and shelling by Ukraine could not prevent the referendum from taking place. He added that he is "proud" of his fellow citizens, and that the result is "a victory for us," given that the breakaway republic has been striving toward this goal for "a long eight years."
    "We deserve it, and we have reached it," Pasechnik stressed.
    Meanwhile, in the neighboring Donbass republic of Donetsk, based on all of the ballots processed, 99.23% of its residents voted for joining the Russian Federation, according to Vladimir Vysotsky, chairman of the DPR CEC.
    The total turnout was 97.51% of all registered voters. A total of 2,133,326 voters took part in the voting.
    Vysorsky pointed out that only 0.68% voted against accession to Russia during the five-day referendum. The central electoral commission of the republic declared the referendum valid, as the chairman stated that there were no complaints about irregularities in the referendum at the time of determining the results of the vote.

    The republic's head, Denis Pushilin, said that the referendum has officially been held,and it's results are "colossal."


    "We have been moving towards this for so long, and here it is - a colossal result. To say that we did not expect such a result would be untrue. I personally believed and continue to believe in Donbass, I believe in our people. We have all wanted this," Pushilin said.
    Pushilin added that after the results of the referendum were announced, the agreement would be signed and ratified by the State Duma and the Federation Council of the Russian Federation, the lower and the upper chambers of the nation's parliament.
    In the Kherson region, located just north of the Crimean peninsula, per the local central electoral commission, as 100% of the votes were processed, a total of 87.05% of the inhabitants voted for joining the Russian Federation.
    Per Marina Zakharova, chairwoman of the regional electoral commission, a total number of 497,051 participants in the referendum said "Yes" to the question put forward at the referendum: "Are you for the withdrawal of the Kherson region from Ukraine, the formation of an independent state by the Kherson region and its entry into the Russian Federation as a constituent entity of the Russian Federation?" The number far exceeds 50% of the votes required to pass the referendum.
    In total, 571,001 people took part in the referendum in the Kherson region, which is 76.86% of the list of voters there. Members of the commission unanimously voted for the recognition of the referendum as valid and approved the voting results.
    And in the Zaporozhye region, after processing 100% of the referendum ballots, 93.11% of voters supported reunification with Russia, said the head of the regional electoral committee, Galina Katyushchenko. According to the local CEC, there were also no major violations or any irregularities during the referendum.
    Following the referendum, the region de facto withdrew from Ukraine and is waiting for the decision of Moscow on admitting it, the region's head Evgeny Balitsky told reporters on Tuesday evening, adding that the local authorities have already submitted the formal application to the Russian government.

    'Welcome Home, to Russia'

    Deputy Chairman of Russia's Security Council, former President Dmitry Medvedev claimed in his post on Telegram that the results of the referenda are "clear."
    "Welcome home, to Russia!" he wrote.
    In turn, the DPR head Pushilin said that in terms of the local authorities' next steps, everything is proceeding according to plan, and the plan is to become part of Russia.
    "Of course, we will come to the next legal step. Everything is according to the plan that we drew for ourselves a long time ago - this is the plan to become part of a great country, Russia, as soon as possible," Pushilin said.
    Earlier this month, the local public movements addressed the regional authorities with an initiative to immediately hold referendums. According to representatives of the republics and regions, joining Russia will secure their territories and restore historical justice.
    In their opinion, this decision is extremely necessary amid the constant acts of terror by the nationalist authorities of Ukraine and NATO members, who supply Kiev with weapons to kill civilians.
    Russian President Putin said that Moscow will support the decision made by the residents of the Donbass, Zaporozhye and Kherson regions.

    As for the republics of Donbass, on February 21 this year, Putin announced the recognition of the sovereignty of the LPR and the DPR. He asked the Federal Assembly of the Russian Federation (Russia's bicameral parliament) to support this decision and then ratify the Treaty of Friendship and Mutual Assistance with the republics of Donbass.
    Back in 2014. when the conflict in eastern Ukraine erupted, both the DPR and the LPR held referenda on self-determination on May 11, 2014, amid the military operation launched by the Ukrainian authorities in April of the same year against the Donbass.
    96.2% of the referendum participants voted for self-determination of the LPR, while 89.7% voted the same in the DPR. The next day, May 12, 2014, the state sovereignty of the Donetsk and Lugansk People's Republics was proclaimed.

    Ukraine can use Western weapons against ‘territories seized by Russia’ – US

    Washington has no objections to Kiev using Western-supplied weapons to target territories that may decide to join Russia, as the US considers the vote to do so illegitimate, Secretary of State Antony Blinken said on Tuesday.

    The US and its allies have supplied Ukraine with a variety of weapons, including tube and rocket artillery. At a joint press conference with his Indian counterpart Dr. Subrahmanyam Jaishankar in Washington, Blinken was asked if the US had any objections to Ukraine using those weapons to attack targets in Donetsk, Lugansk, Zaporozhye and Kherson, which just wrapped up a vote on joining Russia.

    “We will never recognize the annexation of Ukrainian territory by Russia,” Blinken told reporters. “Ukraine has the absolute right to defend itself throughout its territory, including to take back the territory that has been illegally seized, one way or another, by Russia. And the equipment, the weapons that we and many other countries are providing, have been used very effectively to do just that.”

    Russia’s “annexation” of the Donbass republics and the two regions will make zero difference to either Ukraine or the US, Blinken insisted. “The Ukrainians will continue to do what they need to do to get back the land that has been taken from them. We will continue to support them in that effort.”

    In June, when the US first sent long-range HIMARS rocket artillery to Ukraine, Blinken said he had received “assurances” from Kiev that they will not be used on Russian territory, and that he believed them due to a “strong trust bond.”

    Kiev’s forces have since used the US-supplied weapons to target civilians in Donbass, Kherson and Zaporozhye, which are under Russian control. Ukraine has also bombed Crimea and border towns in the Russian regions of Kursk and Belgorod. Crimea rejoined Russia in March 2014, after the US-backed coup in Kiev, while Donetsk and Lugansk declared independence.

    Blinken also accused Russia of a “diabolical scheme” to deport or “disappear” the local Ukrainian population and “bus in” Russians who would then vote in a manipulated referendum to get annexed by Moscow.

    Russia sent troops into Ukraine on February 24, citing Kiev’s failure to implement the Minsk agreements, designed to give the regions of Donetsk and Lugansk special status within the Ukrainian state. The protocols, brokered by Germany and France, were first signed in 2014. Former Ukrainian President Pyotr Poroshenko has since admitted that Kiev’s main goal was to use the ceasefire to buy time and “create powerful armed forces.”

    In February 2022, the Kremlin recognized the Donbass republics as independent states and demanded that Ukraine officially declare itself a neutral country that will never join any Western military bloc. Kiev insists the Russian offensive was completely unprovoked.
