1,000 Palestinian workers from Gaza missing: NGOs
Palestinian human rights groups report a lack of information regarding the whereabouts and status of approximately 1,000 Palestinian workers from Gaza. These individuals were working in the 1948 occupied Palestinian territories when "Israel" began its brutal aggression on Gaza.

In a joint statement released on Wednesday, the Commission for Detainee’s Affairs, the Palestinian Prisoners’ Society, and the Ramallah-based Prisoner Support and Human Rights Association (Addameer) disclosed that around 10,300 Palestinian workers from Gaza were present in the occupied Palestinian territories before October 7.

The statement added that “3,200 of them [workers] were released at the Kerem Shalom [Karem Abu Salem] crossing at the beginning of November 2023 from the detention centers where they were being held, some still wearing zip ties on their wrists bearing numbers.”

“Approximately 6,441 workers were deported to the West Bank, and approximately 1,000 workers remain missing in light of the ongoing crime of forced disappearance against Gaza detainees,” it stressed.

These institutions stated that "Israel" has declined to reveal the location or provide any information regarding the well-being of these individuals. The only information provided by "Israel" is that there are two military camps for Gaza detainees: one near Beer al-Sabe and another near al-Quds.

9,500 Palestinian detainees including women and children

On the occasion of Palestinian Prisoners' Day, observed annually on April 17, the Commission of Detainees and Ex-Detainees Affairs, the PPS, and Addameer reported that the Israeli occupation has detained 9,500 Palestinians, including 3,660 administrative detainees, 56 journalists, at least 80 women, more than 200 children, and 17 members of the Legislative Council.

According to information provided by relevant institutions, 24 children from Gaza are currently held in prisons, constituting a portion of the overall number of detained children in Megiddo Prison.

These institutions have highlighted a concerning discrepancy, noting that despite numerous reports, there is a lack of confirmed information regarding the presence of additional children from the Gaza Strip in these facilities. This ambiguity persists amid ongoing allegations against "Israel" of forced disappearances.

They also stressed that the number of sick Palestinian detainees in the occupation's prisons has increased significantly after October 7th, and many of them have experienced a significant deterioration in their health due to the policy of torture and medical neglect.

In a related context, the institutions indicated that the Israeli occupation had classified more than 849 detainees "under the internment of unlawful combatant law."

Al Mayadeen obtains a copy of the mediated Palestinian-Israeli deal
Al Mayadeen has acquired the details of the latest proposed deal between the Palestinian Resistance and the Israeli occupation, specifically related to the prisoner exchange deal and related clauses.

The framework of the agreement aims to achieve the release of all Israeli civilian and military captives, be they dead or alive, held in the Gaza Strip. The agreement will not only encompass captives taken on October 7 but all Israeli captives.

Primarily, the deal's objective is to achieve calm in the area and work on reaching a ceasefire, the document acquired by Al Mayadeen explains.

What does the first stage of the prisoner exchange deal entail?

In the first stage of the prisoner exchange deal, Israeli occupation forces will withdraw eastward, away from densely populated areas. Forces will be relocated to areas near the separation fence between the Gaza Strip and Israeli-occupied '48 Palestinian territories.

Israeli aircraft, hosting attack and reconnaissance capabilities, will be barred from flying over the Strip for a period of eight hours on a daily basis. However, on days when prisoners are being exchanged, Israeli aircraft will not fly over the Gaza Strip for a period of 10 hours.

On the seventh day of the deal and after women included in the deal are released, Israeli occupation forces will withdraw from al-Rashid Street and head eastwards, parallel to the Gaza Strip's main road, the Salah al-Din Street.

The withdrawal of occupation forces is expected to ease the entry of humanitarian aid to the Gaza Strip and will allow non-armed civilians to return to their homes.

On the 22nd day, and after one-third of the Israeli captives are released, the Israeli occupation forces will withdraw from the central Gaza Strip to an area near the separation fence.

The return of displaced people and the entry of aid

This process will allow Palestinians forcibly displaced from the northern Gaza Strip to return to their residences.

The entry of concentrated amounts of humanitarian aid, including relief aid and fuel, will be facilitated in all stages of the agreement.

33 Israeli captives to be released

In the first stage, Hamas will release at least 33 captives, which includes all Israeli captives that are still alive. This group includes female Israeli servicepeople, civilians, children, elderly people, wounded individuals, and patients.

In turn, "Israel" will release 20 Palestinian children and women for every female or male Israeli captive released. The names of the released detainees will be agreed upon by the sides, in pre-set lists.

In detail, Hamas will release every living Israeli captive over the age of 50, wounded Israeli captive, and sick Israeli captive. "Israel" will therefore release 20 Palestinian captives, aged over 50, wounded, or sick.

Hamas will also release every living Israeli female conscript, who were serving on October 7, 2023. In return "Israel will release 40 Palestinian detainees in return for every Israeli servicewoman.

This includes 20 Palestinian prisoners serving life sentences and 20 Palestinian prisoners serving shorter sentences.

Hamas will also release three captives on the first day of the deal, which will be followed by three captives every three days, encompassing female civilians and soldiers.

"Israel" will then release the agreed-upon number of Palestinian prisoners, according to the pre-set lists.

On the seventh day of the deal, Hamas will submit a list of the names of the remaining captives that it holds. These captives will be released on the 34th day of the deal.

Read more: Palestinians' return to Beit Lahia: Death draws no smiles

Halting military operations and the continuity of the deal

Military operations will be halted for a number of days, determined by the number of Israeli captives remaining in captivity.

The continuity of the exchange process will be directly correlated with the Israeli side's commitment to the clauses of the deal, including the halting of military operations, the relocation of occupation forces, and the return of the displaced people.

Among the clauses is that released Palestinian detainees must not be re-detained on charges that they had previously been detained on.

On the 14th day, an agreed-upon number of wounded Palestinian military personnel will be transferred to hospitals outside the Gaza Strip, through the Rafah border crossing with Egypt, to receive adequate medical attention.

On the 16th day of the deal, the sides are obligated to participate in indirect talks for sustainable calm in the region.

During the period of every stage, the United Nations, and its agencies, and international organizations will begin to work on distributing and providing aid to Palestinians across the entirety of the Gaza Strip.

    Rebuilding Gaza

In the first stage, work will commence on the Gaza Strip's destroyed infrastructure. A coordinating body will also begin delivering the necessary heavy equipment to the Palestinian Civil Defense.

Facilitating the entry of necessary supplies, to establish temporary camps to accommodate forcibly displaced people who lost their homes during the war, is also among the clauses included in the deal.

    What about the second stage?

The second stage of the deal will extend for 42 days, in which both sides are expected to agree on the necessary actions to reach and implement a sustainable calm.

In the second phase, the necessary arrangements will be made for the comprehensive reconstruction of housing units, civil facilities, and civilian infrastructure.

The final stage of the deal: Exchanging bodies

The third stage of the deal will also extend for a period of 42 days, in which the bodies and remains of both killed individuals on both sides will be exchanged.

A 5-year reconstruction plan for the Gaza Strip will be implemented which will include the construction of housing units and civilian facilities and infrastructure. The Palestinian side will refrain from rebuilding military installations and infrastructure during that period.

Moreover, the Palestinian side will not import any equipment, raw materials, or other components to be used for military purposes.

According to the document obtained by Al Mayadeen, Qatar, Egypt, and the United States are the stated guarantors of the agreement.

    According to CNN:

Quote The bill would mandate that when the Department of Education enforces federal anti-discrimination laws it uses a definition of antisemitism put forward by the International Holocaust Remembrance Alliance.

Critics of the bill argue that definition is overly expansive and could lead to censorship issues.

The House vote was 320 to 91 with 70 Democrats and 21 Republicans voting against the bill. The GOP opposition largely came from the right flank of the conference. The bill would next need to be taken up by the Senate.

New York Republican Rep. Mike Lawler, who introduced the legislation, said in a statement, “it’s critical that we crack down on antisemitic hate within our own country.”

“I’m thankful for the bipartisan support of the Antisemitism Awareness Act and for the support from a wide range of Jewish organizations that are standing up, endorsing this legislation, and saying enough is enough,” he said.

In the House, Reps. Josh Gottheimer, a New Jersey Democrat, Max Miller, an Ohio Republican, and Jared Moskowitz, a Florida Democrat, are also leading the effort.

The American Civil Liberties Union has called on lawmakers to oppose the bill.

According to the House on HR 6090:

    October 26, 2023
Mr. Lawler (for himself, Mr. Gottheimer, Mr. Miller of Ohio, Mr. Moskowitz, Mr. Kean of New Jersey, Ms. Jackson Lee, Mr. Fitzpatrick, Ms. Stefanik, Mr. Kustoff, Mr. Norcross, and Ms. Brown) introduced the following bill; which was referred to the Committee on the Judiciary

The text appears to be a patsy for thought control:

    (4) Since 2018, the Department of Education has used the IHRA Working Definition of Antisemitism when investigating violations of that title VI.

    (5) The use of alternative definitions of antisemitism impairs enforcement efforts by adding multiple standards and may fail to identify many of the modern manifestations of antisemitism.

I suppose they condone serious beatings of political protestors. Must be the victim's fault there. So, let's see, I am surrounded on all three sides by violent members of the public, and, the Thought Police with their prison. All for something for which I wish they would all go get stuffed.

That is, I believe, insane to be happening right in the situation of these protests. Absolutely Stupid.

Images show US military building floating pier for Gaza aid

The US military has published photos showing a floating pier being built in the Mediterranean Sea to help increase humanitarian aid deliveries to Gaza.

Logistics vessels and personnel can be seen assembling the pier from steel segments, next to a US Navy ship.

Costing about $320m (£255m), the pier and a causeway attached to the shore should be operational in a week.

The goal is to deliver aid equivalent to as many as two million meals a day to Gaza to help avert a famine there.

A UN-backed assessment said last month that 1.1 million people were facing catastrophic hunger and that famine was imminent in northern Gaza by May.

"Right now, you're seeing construction of that floating, temporary pier, and then, you'll start to see construction of the causeway," US defence department spokeswoman Sabrina Singh told reporters in Washington on Monday.

"Eventually, that causeway will be... pushed into the coastline and secured by the [Israel Defense Forces]," she added.

The pier will be ready a week from now, US Secretary of State Antony Blinken said on Tuesday.

The UN has said a maritime corridor can never be a substitute for delivery by land, and land routes are the only way to bring in the bulk of supplies needed.

Satellite images published by Planet Labs meanwhile appeared to show the pier was being built next to the USNS Benavidez, a Military Sealift Command roll-on/roll-off ship, 11km (7 miles) north-west of the coast of northern Gaza.

A senior US military official said last week that the Israeli military's security role meant "no US boots will be on the ground" as part of the mission to construct and operate what is known officially as the Joint Logistics Over-the-Shore, or JLOTS.

An unnamed "third party" would also be driving aid lorries down the causeway, the official added.

Hundreds of sailors and soldiers involved in the operation will live and sleep aboard a British Navy logistical support ship, RFA Cardigan Bay, which has been deployed to the area.

On Saturday, the IDF confirmed that the Israeli Navy would "secure the forces" operating the pier and said it was "committed to increasing the amount of humanitarian aid transferred daily into Gaza".

A senior Hamas official told the Associated Press last week that the group - which is proscribed as a terrorist organisation by Israel and the US - rejected "any non-Palestinian presence in Gaza, whether at sea or on land" and would "deal with any military force present in these places… as an occupying power".

He spoke a day after Israel said "terrorists" had fired mortars at the site during a visit by UN personnel. No injuries were reported.

The IDF also released photos and videos of what it described as the "extensive preparations" being carried out by its forces at a 67 acre (0.27 sq km) holding area where aid from the floating pier will be brought.

The site is just inland from the makeshift jetty built by the US charity World Central Kitchen in March for a maritime corridor that was suspended after seven of its aid workers were killed in an Israeli air strike.

The US military official said the floating pier should be able to handle about 90 lorry loads of aid per day initially, and then quickly scale up to about 150 lorry loads. A lorry can typically carry about 20 tonnes of supplies.

The UN has blamed the severe food shortage on Israeli restrictions on deliveries, the ongoing hostilities and the breakdown of order.

On Friday, the UN said a daily average of 192 aid lorries entered Gaza during April via the Egyptian-controlled Rafah and Israeli-controlled Kerem Shalom crossings, which are in southern Gaza. The figure did not cover two recently-opened Israeli-controlled entry points in central and northern Gaza.

Israeli defence ministry body Cogat said an average of 350 lorries entered Gaza daily through all crossings in the week beginning 7 April.

It has insisted that Israel is not limiting aid deliveries and has blamed the UN for failing to distribute it to those in need inside Gaza.

Israel launched a military campaign in Gaza to destroy Hamas in response to the group's cross-border attack on southern Israel on 7 October, during which about 1,200 people were killed and 253 others were taken hostage.

More than 34,500 people have been killed in Gaza since then, according to the territory's Hamas-run health ministry.

In a conversation with Mehdi for her new contributor segment at Zeteo, called “Unshocked,” Jewish activist, academic, and author Naomi Klein calls for an “exodus from the ideological shackles of Zionism.”

Naomi also reacts to Israeli PM Benjamin Netanyahu comparing student protesters at Columbia University to Nazis, telling Mehdi that when it comes to Netanyahu, “there is nobody more adept at exploiting Jewish trauma, historical trauma, and turning it into a political weapon for his own advantage.”

Mehdi also opens up to Naomi about why he decided to boycott the White House Correspondents Dinner. “I can't call out what Israel is doing to Palestinian journalists with American-made bombs and then go to a fun, comedy-type dinner with the President of the United States — who's not just responsible for that, but is also not even acknowledging it,” Mehdi told Naomi.

In 2007, Naomi wrote “The Shock Doctrine,” a book that explains what happens when a national crisis throws citizens into a state of shock and how the powerful exploit those moments.

Although it may be one her most popular books, Naomi tells Mehdi that she dreams of a day where the Shock Doctrine will no longer be relevant, where people can stay grounded even in times of chaos.

For ICC jurisdiction, it is simplest when applied in a state that has ratified the Rome Treaty of 1998. Ratifying states are green:

So, who has been prosecuted? Mostly Africans.

Several states signed the treaty and never ratified it, such as Russia and Israel, which is why ICC effectively does not exist there.

The trouble is, the current motions were filed by States. The court's jurisdiction is expanded if:

In situations that are referred to the Court by the United Nations Security Council, the territorial jurisdiction is defined by the Security Council, which may be more expansive than the Court's normal territorial jurisdiction.

So, again, this is why Putin doesn't care, there is no stress unless you were to leave Russia and go to an affected area. Netanyahu's position is apparently similar. Why should he care? Ukraine is in the odd situation that it has not ratified Rome, but, instead, around 2016, sent in a "declaration" that accepts the court's jurisdiction, and Putin is being blamed for events within Ukraine.

That, of course, means that *everything* in Ukraine is subject to a similar trial.

Gaza is not a state, so, it is silenced in this regard.

If Mr. Netanyahu is a dual citizen, I suppose he could be prosecuted under that duality. Otherwise, I cannot see how this court has any effect on Israel. Yes, the Security Council could man up and do the right thing, except it has a permanently wrong member, so we don't expect this.

    Today's view on steadfastness:

Quote Meanwhile, media reports indicated that the Israeli enemy started softening its negotiations rhetoric to the extent of accepting most of Hamas terms, including the complete withdrawal from Gaza.

The steadfastness of the Palestinian resistance, backed by Hezbollah, the Yemeni forces, the Iraqi factions, and the Islamic Republic of Iran, has obliged the Israeli enemy to make concessions.

Hamas top representative in Lebanon Osama Hamdan told Al-Manar on Wednesday that the Palestinian resistance is still fighting in the first points of engagement, and that the Israeli enemy is still being surprised by the capabilities of the resistance in Gaza.

“The resistance is still fighting in the first points of engagement,” which were set at the start of the war in October, “and is inflicting losses upon the Israeli enemy,” he told Al-Manar on Wednesday.

“The resistance capabilities are still high and the resistance is fine, while the elite Israeli brigades have collapsed in Gaza Strip.”

It really isn't as complicated as people are making it. It boils down to two things! You’re either outraged by peaceful protests against genocide or you are outraged by the genocide itself. I have to say if you are outraged by the peaceful protests I pray for you!! No excuse in my mind for this!

Quite a statement by the International Criminal Court, asking that they stop being "intimidated" and "threatened" (no brownie point for guessing by whom...)

We can only imagine the pressure they must be under...

And those threats are real: remember that the US has a law colloquially known as the "Hague Invasion Act", that authorizes the president of the U.S. "to use all means necessary to bring about the release of any person described in subsection (b) who is being detained or imprisoned by, on behalf of, or at the request of the International Criminal Court" (https://en.m.wikipedia.org/wiki/Amer...Protection_Act).

And a reminder that starting in 2019 the US DID implemented sanctions and travel restrictions against ICC employees engaged in investigating potential allied war crimes in Afghanistan. As part of this the ICC's Chief Prosecutor at the time, Fatou Bensouda, and the Head of the Jurisdiction, Complementarity, and Cooperation Division, Phakiso Mochochoko, were both subjected to asset freezes and travel bans!

    Text:
🇾🇪⚔️🇮🇱🇺🇸❗️A statement issued by the Yemeni Armed Forces

In the name of Allah, the most gracious, the most merciful

The Yemeni Armed Forces observe the developments of the battle in the Gaza Strip, of the ongoing Israeli-American aggression and serious preparations to carry out an aggressive military operation against the Rafah area, as well as the deal presented to the resistance in which the enemy wants to extract the captives card without a permanent ceasefire.

    Accordingly;
In implementation of the instructions of Commander Sayyed Abdul-Malik Badr al-Din al-Houthi, may Allah protect him, and in triumphing for the oppression of the Palestinian people, and in response to the calls of the Palestinian people, and with the intransigence of the Israeli and American enemy, the Yemeni armed forces announce the beginning of the implementation of the fourth stage of escalation, as follows:

First, the targeting of all ships that violate the ban decision of Israeli navigation and that heading to the ports of occupied Palestine from the Mediterranean Sea in any reachable area within our ample zone.

Second, implementation of this comes into effect immediately and from the moment this statement is announced.

Third: If the Israeli enemy intends to launch an aggressive military operation against Rafah, the Yemeni Armed forces will impose comprehensive sanctions on all ships and companies that are related to supplying and entering the occupied Palestinian ports of any nationality and will prevent all ships of these companies from passing through the armed forces’ operation zone, regardless of their destination.

The Yemeni armed forces, based on the support of the beloved Yemeni people and all the free people of the nation, will not hesitate to prepare for broader and stronger stages of escalation until the aggression is stopped and the siege on the Palestinian people in the Gaza Strip is lifted.
