MOSCOW, July 26. /TASS/. Yevgeny Serebryakov, suspected of blowing up a car with a Russian military officer in northern Moscow, was planning to go to Ukraine from Turkey, Russian Investigative Committee Spokeswoman Svetlana Petrenko told TASS.

"During interrogation, Serebryakov reported on the circumstances of the preparation of the car bombing ordered by the Ukrainian Security Service, including the meeting with the curator abroad and the place of receiving the components of the explosive device. Numerous violations by YouTube serve as grounds to take action against company — watchdog

The regulator recalled that Russian courts had fined Google more than 25 billion rubles (about $290 million) over the past three years

MOSCOW, July 26. /TASS/. YouTube is breaking Russian law, so there are grounds for taking legal action against the company, Russia's communications watchdog told TASS.

"Numerous violations of our legislation, disrespect for our country and citizens provide grounds for taking measures against YouTube. We have sufficient instruments to motivate the company in this situation, and we reserve the right to use them," the statement said.

The regulator recalled that Russian courts had fined Google more than 25 billion rubles (about $290 million) over the past three years.

"However, even this measure has failed to work," the watchdog added.

On Thursday, Alexander Khinshtein, chair of the State Duma Committee on Information Policy, said that YouTube traffic on desktop computers may be slowed down by 40% by the end of this week.

Earlier, Russian telecommunications operator Rostelecom informed about technical issues in the operation of equipment owned by Google and used on an operator’s network infrastructure, as well as in traffic exchange between telecom operators, which may affect the YouTube traffic in Russia.

YouTube was cautioned about potential technical issues with traffic speed on July 12, Rostelecom said, adding that Google (owner of the YouTube video sharing platform) was to be blamed for technical problems, as in 2022 the tech giant had washed its hands of expanding and renovating its equipment in Russia, which is used for backing up the Google Global Cache server (GGC, which facilitates user access to Google services).

In March 2022, YouTube disabled the Premium subscription option for Russians. After the start of Russia's special operation in Ukraine, the video giant suspended monetization for content creators from Russia, while Google switched off contextual advertising for Russian residents from the search engine and video hosting.

EC announces expropriation of first €1.5 bln worth of proceeds from Russian assets

The funds will not go directly to Kiev, they will be channeled to the EC, to the European Peace Facility, to compensate EU countries for weapons
BRUSSELS, July 26. /TASS/. The EU has expropriated and transferred a €1.5 bln tranche for Ukraine to the European Commission (EC) using proceeds from the reinvestment of frozen Russian assets, the European Commission said. The next tranche is expected in March 2025.

"Today we transfer €1.5 billion in proceeds from immobilized Russian assets to the defense and reconstruction of Ukraine," EC President Ursula von der Leyen wrote on her page on X social media.

Concurrently, the EC published a document explaining how the funds transfer would work. According to the document, the funds will not go directly to Kiev. Instead they will be channeled to the EC, to the European Peace Facility, to compensate EU countries for weapons.

"The money will now be channeled through the European Peace Facility and to the Ukraine Facility to support Ukraine's military capabilities as well as to support the country's reconstruction," the European Commission said.

"90% of the financial contribution from the extraordinary revenues will go to the European Peace Facility (EPF) and 10% will go to the Ukraine Facility to support Ukraine's military and reconstruction needs, respectively," according to the EC’s explanations.

The European Peace Facility is used to compensate EU countries for supplies of weapons to Kiev (on average at the level of payment of 40% of the cost of weapons and ammunition delivered), while funds from the Ukraine Facility are used to pay for supplies of electric generators, for example. The EC oversees both funds.

The European Commission also said that so far proceeds have only been collected from assets blocked at Euroclear Belgium. Consequently, in reality the funds have simply been transferred from accounts in Euroclear to the EC.

The European Commission’s actions to expropriate sovereign assets are unprecedented. They are based on the decree passed by the EC in January 2024, saying that revenues from reinvestment of frozen Russian assets are allegedly not owned by Russia. Most experts both in Russia and globally consider this reasoning legally flawed. It is akin to saying that dividends from a bank deposit are not owned by the owner of this deposit.

“Our designers have explored the prospects for creating even more advanced aircraft corresponding to the level of the fifth generation of combat aviation,” Boginsky said. “The topic of vertical take-off and landing aircraft was frozen in the difficult 1990s, but we have retained the scientific and technical basis” for their development.

Donetsk commemorates memory of children killed during the conflict in Donbass yesterday

Russian army expands capabilities for intercepting video from Ukrainian drones
