I can't believe you people are discussing limos, of all things... 
To be perfectly honest, I initially thought this was some sort of internal joke here.
I gather it was not.
In view of that, I'd like to point out a few things that, to me personally, seem considerably more indicative than the blessed limos of how seriously this initiative should be taken.
Let's imagine we are extraterrestrials who want to approach Earthlings, either for their own benefit (whatever that might be) or just for kicks.
Obviously we would have to proceed in a manner that is intelligible to those poor creatures down there. But we would probably also want the communication to be effected as efficiently as possible.
In order to do that, which of the tactics below would YOU choose?
(Choose as many as you like.)
1.) Send a series of clear radio signals.
2.) Intercept a popular TV channel or two for a few seconds and make a statement, predicting your next moves (which you then follow through).
3.) Call a press conference.
(Why not?)
4.) Send invitations to the media, to various heads of states, and to other prominent as well as private individuals, from all over the world.
5.) Appear, clearly visibly and unmistakably, above international waters - not far from land, just out of reach of any individual country's authority.
6.) Make multiple simultaneous appearances on very visible public spaces all over the world.
OR...
1.) Find a blog (preferably in English only) among the gazillion blogs that Earthlings use on their internet and announce to the readership of that blog - who need no convincing of your existence, because they already believe in you - that there are some places up for grabs on your spaceship. First come, first served.
Which, do you think, would be the most and the least efficient manner of making yourself known to Earthlings?
Judging by the disappointingly predictable "disclaimer" (already? as somebody else here said
), these pranksters, whoever they are, aren't particularly sophisticated minds - not even if the intended goal was to make fun of this "galactic federation" thing, whatever it is.
P.S. Let it be clear that this is in no way intended to offend anyone. I feel very, very sorry for all those who were disappointed.
Heck, I feel sorry for all of us. And I am not referring to this hoax.
