Yup, this is exactly what happened, as I have it from a source who is to remain nameless, as well as the Galactic Federation of planetary bodies has also confirmed the existence of a photo, which no one has seen, which confirms that Bill Ryan and Henry Kissinger have met. The unnamed source confirms that there was a deliberate sighting and that the intelligence was passed through sources which confirms they saw what they saw, and any questions as to the validity of this information should remain anonymous.
