Flooding forces evacuations in Bosnia, Albania

Three European nations struggled with harsh weather Saturday, as floods forced the evacuation of thousands of people in Bosnia and Albania, and snow caused part of the roof at a nuclear power plant in France to collapse.

For the past four days, the Balkans have coped with the worst floods in a century, and western Europe has deal with subfreezing temperatures and heavy snowfalls that have led to fatalities and closed airports, highways and schools.

In Bosnia, the army, police, volunteers and divers helped evacuate people about 2,000 people from their homes in the northeastern town of Bijeljina that was flooded overnight. Rescuers also used boats to deliver food and drinking water to suburbs that had lost electricity, drinking water and phone lines.

Several rivers in the Balkans have burst their banks because of the heavy rainfall.

The overflowing Drina river, which separates Bosnia from Serbia and Montenegro, has forced authorities in all three countries to evacuate thousands of people.

On Saturday, Montenegro sent a helicopter to evacuate a four-member family from their house on the Bosnian side that had been flooded for four days, said the SRNA news agency.

In Albania, south of Bosnia, authorities asked NATO member countries for assistance in rescuing people from flooded areas and delivering food and other supplies to them.

Kosovo sent an army unit specializing in emergencies to help thousands of Albanian police officers and soldiers who have evacuated more than 11,000 people from flooded areas of the Shkodra district, 120 kilometres north of Tirana, Albania's capital.

Albania's government also declared the state of emergency in the Lezha and Durres districts, south of Shkodra and west of Tirana.

In France, where a cold snap hit a northern swath of the country, a portion of a roof at a nuclear power plant in the town of Flamanville near the English Channel collapsed under the weight of snowfall, Electricite de France said.

The electric utility said nuclear waste stockpiles were not under threat, and there was no environmental impact caused.

Meanwhile, France's civil aviation authority asked airlines to scale back one in five flights from Paris' two main airports -- Charles de Gaulle and Orly -- for most of the day Saturday.

OSLO — Mainstream climatologists who have feared that global warming could have the paradoxical effect of cooling northwestern Europe or even plunging it into a small ice age have stopped worrying about that particular disaster, although it retains a vivid hold on the public imagination.

The idea, which held climate theorists in its icy grip for years, was that the North Atlantic Current, an extension of the Gulf Stream that cuts northeast across the Atlantic Ocean to bathe the high latitudes of Europe with warmish equatorial water, could shut down in a greenhouse world.

Without that warm-water current, Americans on the Eastern Seaboard would most likely feel a chill, but the suffering would be greater in Europe, where major cities lie far to the north. Britain, northern France, the Low Countries, Denmark and Norway could in theory take on Arctic aspects that only a Greenlander could love, even as the rest of the world sweltered.

All that has now been removed from the forecast. Not only is northern Europe warming, but every major climate model produced by scientists worldwide in recent years has also shown that the warming will almost certainly continue.

“The concern had previously been that we were close to a threshold where the Atlantic circulation system would stop,” said Susan Solomon, a senior scientist at the National Oceanic and Atmospheric Administration. “We now believe we are much farther from that threshold, thanks to improved modeling and ocean measurements. The Gulf Stream and the North Atlantic Current are more stable than previously thought.”

After consulting 23 climate models, the United Nations Intergovernmental Panel on Climate Change said in February it was “very unlikely” that the crucial flow of warm water to Europe would stall in this century. The panel did say that the gradual melting of the Greenland ice sheet along with increased precipitation in the far north were likely to weaken the North Atlantic Current by 25 percent through 2100.

Like many other myths, this one rests on a strand of truth. The Gulf Stream carries with it considerable heat when it flows out from the Gulf of Mexico and then north along the East Coast before departing U.S. waters at Cape Hatteras and heading northeast toward Europe. All along the way, it warms the overlying atmosphere. In the seas between Norway and Newfoundland, the current has lost so much of its heat, and the water has become so salty (through evaporation), that it is dense enough to sink. The return flow occurs at the bottom of the North Atlantic, also along the eastern flank of North America. This overturning is frequently referred to as the North Atlantic thermohaline circulation, or simply the "Atlantic conveyor." It is part of the global pattern of ocean circulation, which is driven by winds and the exchange of heat and water vapor at the sea surface...

As the pdf is from several years ago, I am guessing and hoping you are implying that the recent events referred to by Lord Stirling are not significant in this particular context?

Well it is something to be alarmed about but it isn't from oil in the gulf stream, it is flowing the same as it has for the last 7 years

The huge Ice breaking off in the antarctic blocking the conveyor is a more likely suspect along with the changing currents in the arctic...

Southern Australia, meanwhile, soaring temperatures and tinder dry conditions have sparked wildfires.

Heavy snow and strong winds has shut down major roads and left urban areas in a whiteout as winter storms now batter the U.S. West Coast.

Even the relatively warm Phoenix desert area has been hit by the freezing weather, with heavy rain and residents warned to expect rare icy conditions.

Firstly let me say i'm very glad to see you back Viking
Secondly what are your thoughts on these extreme weather conditions? There are many theories, Magnetic and Physical Polar shift,Sol changes,incoming Galactic wave, incoming Planetary body etc. etc. My personal thoughts are that we are entering the first stages of a new Ice Age. What do you think Viking?

It would appear that YES we are going through extreme change and that this could be cyclical... I was following quite a few reports with regard to the change in the 'gulf stream' but now the temperatures aren't quite the same as the rest of the areas on the same gradient...for example ... we are in line with Moscow who is having their worst winter for a thousand years, but there is still a 10 degree difference between us!!! So whats keeping us warmer?? Is the 'gulf stream' still keeping us warmer? I am keeping a close eye on this at the moment... BUT yes the patterns are extreme..no one can deny this...we will see how it pans out in time...ice age?? still not sure...

I'll keep you posted if I find any other news with regard to this...

Not comvinced about the 'Gulf stream' shutting down...need further info/proof ... unless its the start of it...we'll see how the rest of this year goes here in UK ... I know it been pretty bad in Ireland...

But World wide weather is a mess... are these extremes man made or somthing else...?
